The Lead Designated Campus Fire Marshal (Lead DCFM) operates with broad and independent authority with formal delegated authority from the Office of the State Fire Marshal (OSFM) for construction inspection and plan review (Title 24), and for oversight of fire and life safety in all existing buildings (Title 19). The sphere of influence for this position covers the entire UCSF enterprise – both Campus and Health -- and it directly impacts the overall construction and design activity related to facility structures; as well as the fire and life safety of the entire UCSF community (including students, patients, and visitors). The position interacts with, and represents the campus to, municipal fire departments and regional and state fire safety agencies.
This position directs the EH&S Fire Prevention Team (the Team), which has jurisdiction over the entire UCSF enterprise, including both Campus and Health. The Lead DCFM creates and implements programs, directs program development, provides compliance consultation, and is the UCSF expert associated with fire prevention codes, policies, laws, and regulations. This applies to all UCSF facilities, locations and operations, including residences, high-rise structures, scientific research and laboratory buildings, clinical facilities, classrooms and lecture halls, recreational facilities, special events, administrative offices, and lease spaces. This position may also supervise other “Designated Campus Fire Marshals” (DCFMs), some of whom are designated by the Health Care Access & Information (HCAI) to perform and oversee plan review and other work on behalf of HCAI in all UCSF licensed clinical care facilities (including all UCSF hospitals and licensed clinics). These formal designations are authorized in existing (MOUs), between UC and OSFM, and between UCSF and HCAI. The Lead DCFM will report directly to the Assistant Vice Chancellor of EH&S. The EH&S Office reports ultimately to the Chancellor, through the Associate Vice Chancellor for Research Infrastructure and Operations, the Vice Chancellor for Research and the Executive Vice Chancellor & Provost.
Fire & Life Safety:
Develops, implements and monitors UCSF fire, life and panic safety programs and policies to ensure compliance with federal, state, and local fire and life safety regulations, and ensure a safe workplace and patient care environment. This includes, but is not limited to, fire prevention drills, training, inspections, and other related EH&S programs and policies. Assures campus compliance with fire protection codes and related regulations (Title 19).
Construction & Design Plan Review and Inspection Program:
As designated by OSFM, conducts and/or oversees plan review and construction inspections of new and renovated structures (Title 24) in all UCSF Campus and Health facilities in which OSFM has jurisdiction. Similarly, oversees plan review and construction inspections in UCSF Health facilities in which HCAI has jurisdiction. Develops and maintains technical programs in support of this function. Maintains appropriate knowledge to meet OSFM requirements, and ensures that subordinate HCAI-designated staff maintain appropriate knowledge to meet HCAI requirements. Maintains and updates procedures to interpret and implement both the UC-OSFM MOU and the UCSF-HCAI MOU across UCSF.
Supervision and Leadership:
Provides direction and span of control for 7 or more FTE subordinate staff on the Team. Leads and manages the professional staff to ensure effective implementation of roles and responsibilities. Manages the distribution of professional work, establishing appropriate service metrics, standards, and documentation of procedures. Delegates responsibility and appropriate authority to subordinate staff, ensuring acceptable and timely performance and delivery of services to a broad client base.
In Summary: The Lead DCFM will:
- Lead the EH&S Fire Prevention Team in planning, directing, and managing Fire and Life Safety programs covering construction review (Title 24) and operations (Title 19) at both UCSF Campus and UCSF Health facilities. [“Inspection, Testing and Maintenance (ITM)” of fire safety equipment and systems is performed by facilities maintenance departments, but is monitored by the Team.]
- Provide comprehensive personnel administration including selection, training, evaluation, and as required, corrective action for multiple staff levels.
- Manage staff, project support budgets, facilities, and other resources.
- Administer and monitor budgets and expenses, ensuring compliance with budgetary allocations.
- Evaluate, recommend and implement policies and procedures to assure awareness of and compliance with UCSF and government regulatory requirements.
- Through subordinate staff and supervisors, monitor and prevent hazards related to fire, explosion, panic and crowd management and related physical hazards.
- Review and incorporate fire safety standards promulgated by regulatory authorities.
- Direct audits, follow up and notification activities.
- Provide reports to Federal, State and local agencies.
- Develop, implement and promote communication programs to enhance, encourage and ensure awareness of and compliance with all applicable rules, regulations, policies, etc. to prevent fire and other emergencies and unsafe conditions.
- Represent senior EH&S management.
- Maintain current, up-to-date knowledge and understanding of all existing and proposed Fire and Life Safety laws, regulations, and standards.
- May participate in key roles within UCSF Emergency Operations Center as needed.
- Perform all other duties and responsibilities as needed.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $113,500 - $258,100 (Annual Rate).

- Advanced degree in fire service administration, fire protection administration and technology, engineering, chemistry, physics, architecture or related, and / or equivalent experience / training
- California State Fire Training Fire Marshal Certification
- California State Fire Training Fire Inspector II and Plan Review certification, or equivalent
- Two years of experience performing full-time plan review and/or technical inspection or supervision of general construction projects for fire and life safety in health facilities, and two years of experience serving in California state service as a Fire and Life Safety Officer I (Health Facilities Construction).
- California State Fire Marshal (CSFM) 16-hr “Statutes and Regulations” course
- Designation as “Lead Designated Campus Fire Marshal (Lead DCFM)” by the Office of Statewide Health Planning and Development (or ability to attain this designation within 6 months of hire)
- Bachelors degree in fire service administration, fire protection administration and technology, engineering, chemistry, physics, architecture or related, and / or equivalent experience / training
- Four years of recent experience performing full-time plan review, fire prevention inspections and/or technical inspection of supervision of general construction projects for fire and life safety compliance in a California local or state entity responsible for fire and building code and regulation enforcement
- Experience in managing and approving fire, life and panic safety provisions for large special events
- Designation as “Lead Designated Campus Fire Marshal (Lead DCFM)” by the Office of the State Fire Marshal (or must be able to attain this designation within 6 months of hire as a condition of continued employment)
- Valid Driver License
- Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations including the California Health & Safety Code - Titles 19 and 24, California Building Code, California Fire Code, California Mechanical Code, California Electrical Code, California Plumbing Code and NFPA standards in the areas of fire protection, life safety and panic safety
- Comprehensive technical and legal knowledge in all areas of fire and life safety disciplines, with sufficient academic knowledge in the fire sciences or related fields and understanding of related technical requirements, logistics, materials and operations, rules, regulations, and laws
- Expert knowledge in the application of fire protection engineering, safety engineering, loss prevention and risk management principles
- Must have significant experience performing a combination of fire prevention inspections, plan review, and construction inspections in a California local or state entity responsible for fire and life safety code and regulation enforcement
- Proven knowledge and expertise in the management of programs and personnel delivering technical and emergency services
- Proven management expertise to effectively lead and direct subordinate professional staff in different programs
