Description
The Elections Division of the County Clerk-Recorder's Office conducts elections as required by law. The Elections Division conducts all Federal, State, County, School and Special District elections in the county, as well as general municipal elections for all 10 Ventura County cities. In anticipation of the November 5, 2024, Presidential General Election, the Elections Division is seeking to fill 650 TEMPORARY EXTRA HELP positions to perform a variety of ballot processing, customer service and data entry functions in support of the election. Depending upon job assignment, terms of employment may range from several days to several months.
Extra Help employees perform temporary work and are paid on an hourly basis. Employees work "on call;" that is, days and hours worked may vary from day to day, and evening and weekend work may also be required.
Extra Help employees are not regular county employees and are not eligible for county benefits. Additionally, Extra Help employees are limited to working a maximum of 1,040 hours per fiscal year (July 1 – June 30).
Ideal candidates will be willing and able to:
Work flexible hours including time frames which may be short in duration, may include overtime, evening, and weekend work on short notice;
Perform routine and repetitive tasks which may include sitting for long periods of time;
Maintain attention to detail in a fast paced, time sensitive and confidential work setting;
Communicate and interact effectively with supervisors, peers and the public;
Use computerized equipment to research voter information and print ballots.
In addition, the ideal candidate will be willing and able to follow specific procedures; operate a variety of automated office equipment including a personal computer; and demonstrate some knowledge of modern office methods, practices, and public contact techniques.
There are two possible staff assignments for this recruitment:
Vote Center Lead Worker - Responsible for voting site setup and coordination with the main office, and election process at vote centers.
Computer Operator - Responsible for data entry and voter look-up. Employment will be during the voting periods for the November 2024 Election.
Elections Division Staff: May be assigned to vote centers, data entry, ballot drop box pick ups, call center, ballot processing or other office work areas. Assignments may last from several weeks to several months. May be required to work various shifts, overtime and weekends; hours are driven by the Elections Division workload and may be less than 8 hours/day.

The eligible list established from this recruitment will be used to fill current and future Extra Help vacancies. There are currently six hundred fifty (650) anticipated Extra Help vacancies in the County Clerk-Recorder, Elections Division, depending on the operational needs.
TENTATIVE SCHEDULE: OPENING DATE: June 13, 2024 CLOSING DATE: Continuous APPLICATION REVIEW: Applications will begin to be reviewed the week of June 17, 2024 and on a frequent basis thereafter.
Examples Of Duties
Duties may include but are not limited to the following:
Opens and closes the assigned Vote Center;
Assists in vote center setup and coordination;
Operates a variety of automated office equipment, including desktop/laptop computers;
Performs data entry and voter look-up;
Issues election ballots;
Assists voters with casting their ballots and ensures each ballot is safely secured until it is transported to the elections division office;
Helps resolve complaints and issues while exercising tact and discretion;
Assists the public and representatives from outside agencies in completing forms and explaining rules, regulations, and procedures;
Utilizes sound judgment following set standardized processes and procedures;
Performs a variety of clerical duties;
Assists voters with disabilities, knows how and when to assist voters with specific needs;
Transfers ballots and other required materials from the vote center to the elections division office;
Swears on oath to uphold election laws and protect the security of the election process; and
Performs related duties as assigned.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING AND EXPERIENCE
Elections Assistant I No experience required but must demonstrate possession of requisite knowledge, skills and abilities for the position.
Elections Assistant II Prior experience working for an elections division during a general election.
NECESSARY SPECIAL REQUIREMENTS
Must have the ability to possess, obtain, and maintain a valid California driver's license.
Incumbents must be able to work flexible hours: that is, overtime, evenings, and weekends with little notice.
Be willing and able to perform routine and repetitive tasks which may include sitting for long periods of time.
Must be willing and able to work in the Elections Division Office and vote center locations throughout Ventura County.
Some knowledge of: principles and theories of professional/technical disciplines may be required depending on the assignment; techniques required for gathering, evaluating, transmitting, or conveying information; interviewing techniques; and record-keeping practices and techniques.
Ability to: collect and evaluate information; reason logically and develop reasonable recommendations; read and understand forms, documents, letters, and technical language; communicate effectively with other employees, clients, the general public, or other agency personnel; follow complex written and oral instructions; utilize community resources; and establish and maintain cooperative working relationships with co-workers, clients and the public
Working Conditions: Position may involve moderate to heavy public contact depending on assignment. Physical requirements may include the ability to lift 25 pounds depending on assignment.
