Examples of Duties
Under general supervision of the County Attorney, Deputy County Attorney, Assistant County Attorney, Office Manager or designee(s), performs complex and responsible professional engineering, design, simulation, and computational work. Manages capital improvement projects.
Performs various work in the design of engineering projects, including drafting and reviewing plans, determining right-of-way requirements, writing special provisions, and preparing construction estimates and technical studies.
Manages the design, review, and approval of capital improvement projects. Reviews and coordinates the work of in-house staff and consultants. Coordinates project schedules and deadlines.
Investigates problems and designs improvements for plans and specifications for major public works projects and designs new procedures and criteria for correcting operational deficiencies.
Operates computers and peripheral equipment to perform GIS work and computer aided drafting and design of engineering drawings, plans, and projects.
Collects, computes and evaluates technical data for the operation of county-wide or county/city-wide utilities distribution systems. Uses computer to reproduce or represent phenomena likely to occur in actual performance.
Conducts field investigations to determine the availability and adequacy of existing public utilities and roadways relative to proposed county projects. Analyzes and prepares complex engineering construction drawings. Prepares estimates of the cost and quantity of materials required for complex construction projects.
Prepares detailed statistical reports based on results from analyzer studies. Recommends future locations, sizes, additions, and/or improvements to present utilities distribution systems.
Participates in meetings with professional engineers, architects, and consulting agencies.
Performs technical reviews and approvals of construction plans for private residences. Performs reviews and approvals for major commercial construction projects. Reviews plans for conformance with the NFPA Life Safety Code, the BOCA Basic Building Code and other related codes and laws.
Advises property owners, builders, developers, attorneys and others concerning construction practices and code requirements. Coordinates field changes with architects, engineers, and building inspectors.
Prepares correspondence, reports, and records as necessary.

Qualifications
Required Qualifications Possession of a high school diploma or an appropriate equivalent plus ten years' subprofessional engineering experience. (Additional qualifying education may be substituted on a year-for-year basis up to a maximum of four years for the required experience.)
OR
Possession of a certificate of Registration as a Professional Engineer in the State of Maryland.
Knowledge, Skills, and Abilities (Entry Level) Knowledge of drafting materials, instruments, and techniques. Knowledge of mathematics, including algebra, geometry, trigonometry, and the use of logarithms. Knowledge of land surveys, deeds, plats, and construction drawings. Knowledge of the principles and practices of engineering design work.
Skill in performing drafting, computational, and design work. Skill in solving mathematical, design, and drafting problems. Skill in the preparation and analysis of engineering drawings, plans, and specifications. Skill in conducting field investigations. Skill in the preparation of technical and statistical reports. Skill in reviewing building construction plans for private residences and commercial projects.
Ability to lead and instruct others. Ability to establish and maintain effective working relationships with associates and the public. Ability to operate computers and peripheral equipment to perform drafting and design work and conduct engineering studies. Ability to manage capital improvement projects.
