Job Summary: Assists the Operations Department in the project management and administration of the Commission’s Inflow and Infiltration Programs and enforcement of the Sewer Use Regulation (SUR). Coordinates and manages Rehab Projects for the Maintenance and Collections Department. Supervises personnel responsible for Inflow and Infiltration programs and enforcement.
Essential Functions:
Manages the Commission’s Inflow/Infiltration identification and correction programs.
Coordinates the placement of I&I measuring devices to record sewage flows in various parts of the sewer system, uses information collected to determine the amount of I&I entering the system, and recommends corrective action to the Wastewater Collections Superintendent (WWC).
Monitors and assists the WWC Superintendent with managing, administrative / reporting and public notification duties required by the Sanitary Sewer Overflow (SSO) regulation, including developing and maintaining standard operating procedures and policies.
Manages and evaluates the effectiveness of various right-of-way clearing, rehabilitation, renewal and replacement capital projects and maintains all records associated with the Commission’s I&I program.
Serves as the project manager for I&I program administration, enforcement, and capital improvement projects.
Supervises the I&I Technician, Maintenance Specialist positions and line cleaning staff.
Oversees data entry including but not limited to GIS locating, work orders, inspections, and sewer backups in computer systems (i.e., Citiworks, MS Word, Excel).
Administers Sewer System Evaluation Surveys (SSES) to include visual inspections of the system components, performing flow and smoke tests and CCTV inspections to identify sources of I/I in the system.
Assists the Sewer Collection Superintendent with administering and updating the Commissions’ Capacity, Management, Operations and Maintenance (CMOM) Program.
Collects and processes information for sewer grease trap installations and waiver requests. Coordinates inspections with the Engineering Department.
Prepares and maintains all required records and reports including, but not limited to, permits issued/pending, compliance reports, enforcement actions, and laboratory reports.
Fields questions from the public, both in person and over the telephone, concerning responsibilities of the Department. Passes on the questions to others within the Department when necessary. Assists in developing public information materials.
Required to perform standby/on-call duties for the Collections Department, as needed.
Performs other related duties as assigned.
Required Knowledge, Skills, and Abilities:
Ability to gain thorough knowledge of St. Mary’s County Metropolitan Commission policies and procedures;
Ability to act as a representative of St. Mary’s County Metropolitan Commission to the public;
Knowledge of St. Mary’s County Metropolitan Commission water and wastewater system and plant operations, including those that pertain to I&I and industrial use;
Expert knowledge of department practices and procedures;
Ability to effectively communicate with other staff members; ability to coordinate, and maintain effective working relationships with other professionals;
Ability to accurately record and report data;
Ability to maintain accurate records;
Ability to obtain a valid Maryland Drivers License;
Knowledge of safety regulations and established procedures for handling samples.
Education and Experience:
HS Diploma or G.E.D. and five or more years of job-related experience;
Or equivalent technical training, education, and/or experience.
Bachelor’s degree; a plus
Licenses or Certifications: 1. Ability to obtain State of Maryland Wastewater Collection Systems Operator Class Two License within 2 years; 2. NASSCO Certification (PACP, LACP, MACP) required 3. Valid Maryland Driver’s License Physical and Environmental Conditions: Work requires occasional strenuous effort. For example, handling of heavy tools, equipment, or materials of 30 to 60 pounds or more.
Work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions, e.g., aggressive human behavior, extreme outdoor weather conditions, confined work space, or similar situations where conditions cannot be controlled.
