We have an exciting opportunity for a COO to join our Energy group in San Diego, CA.
Reporting to the Senior Vice President (SVP), this position will serve as the senior operations officer for the Energy group. Will work with the SVP to oversee, develop, and manage program/project plans, budget, and schedules for the group and major programs. Direct programmatic, technical, business development, financial, administrative, and human capital resources to achieve Energy Group objectives.
DUTIES AND RESPONSIBILITIES:
Oversee and coordinate operational aspects for the group to include:
Serve as a liaison between group management, in particular organizational Heads and VPs, to establish procedures, coordinate actions and resolve matters with GA corporate departments such as Finance, Security, Legal, Licensing, Safety and Nuclear Compliance, Quality Assurance, Information Technology, Human Resources, Purchasing and Contracts, and Facilities.
Review and monitor program/project progress, assess program/project issues, and in coordination with the SVP develop solutions to meet cost, schedule, technical and quality objectives while adhering to established policies and procedures.
Develop mechanisms for intervention and problem solving with program managers, project teams, and administrative services departments.
As delegated or appropriate, act for and in the name of the SVP in matters within the framework of established policy and/or during SVP’s temporary absence. This may include processing Non-Disclosure Agreements (NDAs), approving purchase requests and proposals, evaluating business needs at Program Reviews, evaluating, and executing budgets with senior staff, discussing performance challenges with the associated program managers and appropriate staff members, working with the resource teams to ensure balanced resource understandings, and addressing other important priorities in SVP’s absence. Also, take appropriate actions to ensure company intellectual property is protected, to include actions to patents and patent applications.
Work effectively with other corporate entities within the enterprise (HR, Finance, Contracts, Legal, etc.) to ensure that the required resources and approvals are available and established to ensure successful execution of the work.
Lead workforce development programs to include appropriate training and mentorship initiatives as well as career development programs to promote workforce retention.
Participate in building and maintaining a strong and cohesive team culture within the Energy Group and, in establishing collaborative relationships with other organizations in the broader enterprise.
Assist in the development and implementation of a successful communication strategy on Capitol Hill, and with leaders of various agencies (DOE, NNSA, etc.) as well as company employees.
Assist in the development of strategic collaborations with partners in the external community (National Labs,, academia, other companies).
Assist in the overall leadership of the Energy Group.
Assist to develop, administer, and ensure adherence to group policies and procedures consistent with GA policies and procedures.
Provide leadership, direction, guidance, and oversight to assigned staff.
Keep SVP informed and advised on all matters related to the above.

Typically requires a Bachelor’s or Master’s in business administration, finance, or a related field, and a Master’s degree in a STEM field along with fifteen or more years of progressive project administration experience with at least eleven of the years managing those operations in an engineering or scientific environment. May substitute equivalent experience in lieu of education.
Must demonstrate detailed and extensive expertise of project planning and scheduling, as well as monitoring and reporting on these activities.
In-depth experience in organizational and operational problem resolution is required.
Strong leadership, communications, presentation, and interpersonal skills are also required as well as the ability to interpret and explain unusually complex operational issues.
The ability to analyze and interpret complex financial data and recommend appropriate solutions to ensure business objectives are attained.
In-depth experience within an R&D arena is desired.
U.S. Citizenship is required.
Ability to obtain and maintain a DoD and DOE Security Clearance is required.
