This position will be assigned at the Sports Park facility.

Under general direction, oversees, supervises, and coordinates assigned recreation programs, activities and operations within the Community Services Department; plans and organizes special events associated with specific recreation programs; develops, oversees, and evaluates recreation programs; supervises, assigns, reviews, and participates in the work of part-time staff, part-time temporary seasonal employees, and volunteers responsible for providing assigned recreation program services and activities; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.

ESSENTIAL DUTIES AND RESPONSIBILITIESThe duties listed below are intended only as illustrations of the various types of work that may be performed. 1. Coordinates and oversees operational activities for assigned recreation programs, services and activities for various ages including adult and youth sports, skate park, teen program, senior programs, specialty classes, aquatics, camps, excursions, and related recreation activities; confers with Recreation Program Manager concerning recreation and facility needs, special events, marketing, staffing, budgeting, and related matters.
2. Participates in the development and implementation of goals, objectives, policies, and priorities for providing recreation services; recommends and administers policies and procedures.
3. Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
4. Coordinates and reviews the work plan for assigned recreation services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
5. Recruits, selects, trains, motivates, and evaluates part-time staff, part-time temporary staff, and volunteers; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
6. Participates in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitors and recommends expenditures; recommends adjustments as necessary.
7. Plans and organizes special events; orders supplies and equipment; contracts outside services; coordinates facility usage.
8. Coordinates set-up and equipment for a variety of recreational classes, rentals, and programs at City buildings and offsite locations.
9. Evaluates community needs and interests; prepares community surveys; ensures that facilities, programs, and activities are meeting changing needs of the community; recommends new recreation programs to meet community needs; forecasts trends and develops curriculum.
10. Promotes and develops marketing campaigns; assists in the marketing of assigned recreation programs to the community; takes photos of events and designs, prepares, and distributes publicity including press releases, brochures, pamphlets, flyers, and printed schedules.
11. Coordinates and develops monthly calendar of activities and special events.
12. Ensures facilities are in compliance with codes and are safe and properly maintained in coordination with Public Works Department; meets with contractors regarding building maintenance services as necessary.
13. Maintains inventory of cleaning, office, and other recreation facility supplies.
14. Compiles data in preparation of daily, monthly, and annual reports indicating attendance, sales, repairs, incidents, accidents, and participation in various programs; prepares and submits a variety of reports and memoranda on related subjects.
15. Coordinates assigned recreation programs and activities with those of other programs, divisions, and outside agencies and organizations.
16. Provides information regarding assigned program(s), events, classes, services, and resources to the public, City officials and other interested individuals and groups; prepares and gives public presentations; represents the City in meetings with community groups and other agencies and professional organizations; advises groups and individuals of registrations and facility use policies.
17. May oversee, develop, and design content for City’s website and social media accounts.
18. May maintain inventory and account for sale of goods at facility; supervises front desk monetary transactions; monitors purchases from vendors and ensures compliance; oversees the assessment and collection of fees for various recreation groups and users; stores, reconciles, and transports daily deposits.
19. May prepare grant applications.
20. May oversee operation of a facility.
21. Performs related duties as required.

Licenses/Certificates/Special Requirements:

• A valid Class C California Driver's License and the ability to maintain insurability under the City's Vehicle Insurance Policy.
• First Aid and CPR certification is desirable.
• May require possession of a ServSafe Certification or the ability to obtain certification within six months of hire.

Education/Training/Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is:

• Graduation from high school or GED equivalent, supplemented by college-level course work in recreation, business administration, public administration or a closely related field; and
• Two years of professional recreation experience; or
• An equivalent combination of training and experience.

Ability to:

Develop, plan, promote, and implement varied recreation programs; prepare publicity concerning new or ongoing recreation offerings; elicit community and organization support for programs; recruit, select, train, and evaluate part-time and seasonal staff; supervise, direct, and coordinate the work of lower level staff; analyze and evaluate community needs and work with community organizations in developing recreation programs; understand community needs in a variety of recreation areas and evaluate activities according to those needs; plan, organize, and prioritize tasks; exercise sound independent judgment within departmental guidelines; follow oral and written instructions; interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions; respond to requests and inquiries from the general public; participate in the preparation and administration of assigned budget; operate office equipment including computers and supporting word processing and spreadsheet applications; work independently in the absence of supervision; prepare clear and concise schedules and reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Work Environment

The employee primarily works in a standard office setting with extensive public contact and frequent interruptions. The employee may also work in outdoor field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, solvents, toxic agents, chemicals, gases, electrical currents, and all types of weather and temperature conditions; exposure to hazardous traffic conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain.
