The BAE Systems Inc. headquarters has an exciting opportunity for a senior International Trade Compliance professional reporting to the VP & Chief Counsel(CC) International Trade and Compliance (ITC). The VP ITLS will lead the Export/Import Controls licensing function at Inc. Headquarters, monitoring and shaping regulatory developments, drafting company policies and processes, leading ITC training program, and monitoring, informing and devising courses of action on sanctions and other key export control related issues.
This role will provide guidance and advice in a rapidly changing regulatory environment including on AUKUS, Export/Import issues, and Sanctions imposed both by the US and imposed on BAE Systems by other countries. The role will provide strategic direction for the Department, leading the evolution of the compliance program in coordination with the Chief Counsel ITC and the Assistant GC/Sr. Director ITC. The VP ITLS will engage in complex thinking and problem solving about the way that changes to the regulatory environment in both the US and other countries impact our compliance program and our businesses.
Responsibilities include:
- Trade Regulation monitoring, drafting corporate comments on proposed legislation, planning for and implementation of new regulations;
- Provide advice, guidance and develop training on International Trade Regimes for Canada, UK, EU and Australia;
- Provide advice, guidance and develop training on sanctions, import tariffs, and antiboycott monitoring;
- Lead development of trade compliance policy, procedures and training;
- Lead ITLS continuous improvement, development and corrective action efforts, including building or acquiring new tools, integrating new tools with existing tools and tracking performance metrics for the function;
- Lead and manage training for the export/import program in conjunction with the Sr. Director International Trade Licensing;
- Provide strategic direction, leadership and training inside the ITLS organization and to the relevant stakeholders within BD, program management, supply chain, etc;
- Work closely with the CC ITC and Assistant GC ITC to understand compliance problems as they arise in the Sectors, and formulate successful changes to our program to address compliance issues;
- Foster cross-Sector, and cross-functions collaboration;
- Directly engage with USG on licensing issues;
- Engage with external industry associations;
- Manage a team of 5 direct reports and 3 indirect reports
Required Education, Experience, & Skills - Bachelor’s degree with 15+ years of experience; or Master’s degree and 12+ years of experience;
- In depth understanding of U.S. Export and Import controls including extensive experience as an Empowered Official for businesses handling ITAR and EAR controlled material;
- A general understanding of the export control regimes for other countries in which BAE Systems Inc. operates (Sweden, UK, Turkey) and/or does significant business (EU, Japan, Korea, Australia);
- Understanding of integration between Export Control, Business Development, Program management, Supply Chain and external third parties with whom BAE Systems is partnering;
- Strong leadership skills and collaborative approach to problem solving;
- Must be able to deliver executive level training/ presentations;
- Strong written and oral communication skills to provide briefings to attorneys and Export/ Import Function, as well as to senior business management personnel;
- Ability to assess and negotiate terms for IT tools;
- Ability to engage with the USG on policy and licensing issues;
- Secret Clearance and ability to get Top Secret Clearance;
- Travel 10-15%.
Preferred Education, Experience, & Skills - MBA or JD;
- Prior Department of State or Department of Commerce export regulatory experience.
Pay InformationFull-Time Salary Range: $194600 - $330800

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
