The Civil Service Office for the City of Zanesville is now accepting applications for the position of Weed, Litter and Property Preservation Manager/Code Enforcement Officer. This examination is open for consideration to all qualified and interested employees and to the general public.
A state motor vehicle operator's license is required for this position and must be maintained as part of employment. Applicant must also be insurable under the City's insurance policy.
All applications will then be reviewed by the Civil Service Commission to ascertain that minimum qualifications have been met. As a result of their evaluation, applicants will be notified if they have been approved to take the examination.
The Civil Service exam will consist of a structured interview .
POSITION QUALIFICATIONS
An appropriate combination of education, training, coursework, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: high school degree, GED or equivalent with additional coursework or experience in environmental sciences, recycling and litter control management.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
LICENSURE OR CERTIFICATION REQUIREMENTS
State motor vehicle operator's license.
DISTINGUISHING JOB CHARACTERISTICS
Directs and manages City litter control and recycling program.
ESSENTIAL DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below. Reasonable accommodations will be made for disabled persons, covered by the Americans with Disabilities Act, in accordance with its requirements.
- Supervises labor force of seasonal city workers, community service workers and city jail inmates involved in the cutting of weeds/grass, the collection of litter from Zanesville area streets, alleys, parks, dumpsites and abandoned or neglected properties.
- Securing/boarding of abandoned properties under supervision of the Division of Code Enforcement.
- Operates and/or supervises the operation of equipment and vehicles utilized in the weed cutting, litter and trash pickups and securing/boarding up structures.
- Contacts Sanitation or Solid Waste Divisions to arrange for use of larger vehicles to haul and dispose of large amounts of waste from dumpsites.
- Contacts Building Maintenance for use of equipment or resources necessary for the securing/boarding of abandoned structures.
- Responds to complaints about illegal dumpsites, illegal trespassing and/or habitation, litter, trash and weeds.
- Coordinates with the Office of Public Safety, Code Enforcement, and Police Division to document violations and to utilize resources for tracking down violators and enforcing laws in regards to dumping, littering, weed cutting, etc.
- Organizes and cleans up after various area events. Sets up trash and recycling containers for parades, festivals, competitions and any special event.
- Organizes public recycling drives and supervises litter collection activities.
- Organizes and coordinates clean-up in conjunction with downtown businesses, associations, governmental agencies and civic groups.
- Breaks down groups into work teams and designates areas to collect trash. Collects and tracks bags and disposes of garbage.
- Coordinates efforts with Code Enforcement Office to clean up private lots where property owner makes no effort to comply with orders.
- Documents time necessary to clean area, materials used and amount of trash collected to assess charge to the owner's property taxes.
- Maintains daily log of work performed and service records of time worked by inmates or community groups.
- Prepares annual reports.
OTHER DUTIES AND RESPONSIBILITIES
Coordinates with Code Enforcement and City Maintenance to "board-up" unsafe housing to deter vandalism and unlawful entry, and to organize and direct a city weed-cutting crew.
SCOPE OF SUPERVISION
Seasonal litter and weed cutting crews. Functional supervision over inmate and civic group work crews.
EQUIPMENT OPERATED
Computer; printer; copier; fax machine; calculator; telephone; pick-up truck; CB radio; cellular telephone; hand tools.
Occasionally operates: brush mower; string trimmer; hedge trimmer; chainsaw; chipper-shredder; drill; circular saw.
CONTACTS WITH OTHERS
General public, Police and Fire and city divisions including Streets & Sanitation, Municipal Court, Adult Probation Department, state and federal agencies, local businesses, civic groups, industry, county officials and residents.

WORKING CONDITIONS
Good office working conditions when performing administrative work. Occasional exposure to heat, cold, fumes, noise, dirt, dust while participating in outdoor clean-ups, recycling drives and special events. The employee must use standard safety precautions due to exposure to cuts, abrasions or other injuries from exposure to broken glass, trash, spilled chemicals and other unsanitary or generally unhealthful conditions at dumpsites. Possible exposure to blood borne pathogens, illegal substances, and drug paraphernalia and instruments.
