(Work Schedule: Up to 20 hours per week, Monday through Friday during business hours)
Under general supervision, enforces City parking regulations in an assigned area; issues parking citations and warnings, tows vehicles pursuant to the California Vehicle Code, provides general information and assistance to the public; impounds and provides for the storage of vehicles as necessary; and performs related work as required.
DISTINGUISHING CHARACTERISTICS
The Parking Control Aide is the part-time, journey level, non-sworn class responsible for the enforcement of City parking ordinances. Incumbents communicate with business representatives and the public regarding parking regulations, problems, and violations. This classification is distinguished from the next higher classification of Police Officer in that the latter is a sworn peace officer.
Knowledge of:
- Functions, principles, and practices of law enforcement agencies.
- Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility, including the California Vehicle Code and the Westminster Municipal Code as it relates to parking.
- Radio techniques.
- Terminology and procedures used in public safety dispatching.
- City geography, maps, streets, landmarks, and driving directions.
- Basic principles of record keeping.
- Principles and practices of data collection and report preparation.
- Modern office practices, methods, and computer equipment.
- English usage, spelling, vocabulary, grammar, and punctuation.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
Ability to:- Memorize codes, names, street locations, and other information.
- Read and interpret maps and other pertinent documentation.
- Interpret, apply and explain policies, procedures, regulations, ordinances, codes, and regulations.
- Assess situations while remaining calm and using sound, independent judgment.
- Maintain accurate records and files.
- Compile and summarize information to prepare accurate, clear, and concise reports.
- Organize own work, set priorities, and meet critical deadlines.
- Safely and effectively use and operate specialized equipment required for the work.
- Operate modern office equipment including computer equipment and software programs.
- Use English effectively to communicate in person, over the telephone, and in writing.
- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
- Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
Physical Demands
Must possess mobility to work in the field; strength, stamina, and mobility to perform light physical work, to climb and descend vehicles, and to operate varied tools and equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Environmental Elements
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes.

Selection Procedure
All statements made on the application are subject to investigation and verification. False statements will be cause for disqualification, removal from the Eligible List, or discharge from employment. All application materials become the property of the City of Signal Hill and are not returnable.
All properly submitted application materials received will be reviewed and evaluated. Resumes will not be accepted in lieu of a completed City application and supplemental questionnaire. All information supplied by applicants is subject to verification. Those candidates appearing to have the best qualifications for the position will be invited to participate in the examination process.
Background Investigation
A comprehensive background investigation will be conducted on all finalists, which will review and verify personal history including, but not limited to financial responsibility, criminal history, drug use history, driving record, and verification of application materials. Significant issues or omissions in the above-stated areas may be grounds for disqualification. Background investigation will include a polygraph and Livescan fingerprinting.
Conviction History
The selected candidate of a sensitive position will be subjected to a background check including Live Scan fingerprinting Department of Justice (DOJ) and/or the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist. Having a conviction history does not automatically preclude you from a job with the City.
Physical Examination
Employment offers are conditional based, upon the successful completion of a medical examination which includes drug and alcohol screening. Physicals are performed by the City's designated physician at the City's expense. Candidates are cautioned not to quit their jobs or give notice to their current employers until they are determined to be medically qualified.
Disaster Service Workers
All City of Signal Hill employees are designated Disaster Service Workers through State and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
