VACANCY
The City of Pomona seeks a passionate Housing Analyst to join our Neighborhood Team. Under direction, the Housing Analyst will perform a variety of complex tasks in the development, and implementation and delivery of housing program activities, operations and services to program participants; to provide technical expertise related to Federal, State and Los Angeles County housing, homeless and/or community development programs such as: CDBG, HOME, Section 8, Continuum of Care, HCD and Measure H funds; and to provide technical staff assistance to supervisory and management level staff of the assigned Division. A Housing Analyst may be assigned and/or rotated to either the Housing Authority or Housing Services Division, depending upon qualifications and needs of the Department.

The ideal candidate will have knowledge of Federal, State and Los Angeles County housing, homeless and/or community development programs. Additionally, they will establish rapport and productive relationships with the community and value diversity.

MINIMUM QUALIFICATIONS TO APPLY
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Education and Experience
Equivalent to a Bachelor's degree from an accredited college or university with major course work in urban planning, public administration, business administration, or a related field.
A Master's degree is desirable.
Two years of increasingly responsible HUD, HCD and/or LA County grants management or housing assistance and development, experience, preferably with a governmental agency.
License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver's license.

Serve as a generalist who is knowledgeable about the full range of the city's Federal, State and County programs from housing and community development to fair housing to homeless services.
Develop, implement and evaluate operational, administrative, housing, homeless and/or community development plans and/or community, or economic programs, and other policies and procedures.
Serve as a liaison with public and private organizations, community groups and other social organizations.
Manage and monitor specific housing, homeless and/or community development programs and activities under the U.S. Department of Housing and Urban Development (HUD), the State Housing and Community Development (HCD) Department and Los Angeles County departments; assist the public or local community based organizations with obtaining housing, homeless or community development funding under the same agencies outlined above.
Prepare, monitor, and manage housing, homeless and/or community development funded projects including project schedules, process, and progress throughout the life of the project.
Monitor, review, and approve project demands for payment and timeliness of project expenditures to ensure compliance with appropriate agreements, contracts, and Federal, state and local laws, and program regulations.
SPECIAL REQUIREMENTS: Essential duties require the following physical skills and work environment:
Ability to work in a standard office environment; ability to travel to different sites and locations.
