About This Role: This position will perform under the direct supervision of the Transportation Design and Plan Development Branch Manager. In this role your duties will focus on providing utility relocation assistance while ensuring the project milestones and schedules are maintained.
You will:
Work in partnership with project managers, design consultants and utility representatives to develop high quality plans and to maintain schedules.
Provide analytical information to assist in project design, development, construction, and cost analysis as well as review all plans for relocation work and observe their progress.
Have knowledge of federal, state, and local construction regulations and codes applicable to utility relocations as part of roadway project design and construction.
Have the ability to use independent judgment, personal discretion, and resourcefulness as needed to interpret and apply guidelines.
Review construction documents, site plans, cost estimates and plats to ensure utility relocations are in compliance with all applicable codes and standards and adherent to acceptable engineering principles.
Have the ability to communicate effectively both orally and in writing and the ability to establish and maintain effective working relationships with County officials, transportation officials, County employees, contractors and consultants, and the general public.
Develop and manage systems to track and analyze the status of utility relocations on Capital projects.
Monitor project utility allocations to ensure funding stays within designated limits.
Identify and determine surplus monies and additional funding requirements as well as reviews and approves invoices and prepare requests to change funding allocation.
Performs site visits as needed.
Assist in interpreting new regulations and implementing new technology.
Minimum Requirements: The position requires a High School diploma or G.E.D. and 7 years of related experience to include experience with coordination with utility companies and owners.
The selected individual must have exceptional communication skills, provide excellent customer service, and have solid technical and analytical skills. The successful candidate must be enthusiastic and passionate about improving Prince William County’s multimodal transportation network. Excellent work ethic, ability to prioritize workload efficiently, creativity in planning solutions, and the drive to proactively learn and contribute to the achievements of our team are essential for the success of this position.
Preferences:
Demonstrated knowledge of the principles and practices of engineering, project development, and construction management as it relates to utility relocation and adjustment for highway construction.
Ability to read and interpret plans as well as coordinate preliminary engineering and development estimates.
Knowledge, skills, and ability in the utility program with broad knowledge of all disciplines and functions of utilities.
Knowledge of road and bridge standards and the ability to analyze information, provide leadership, negotiate and/or mediate problems.
A Bachelor’s Degree plus 4 years of experience is preferred.
Special Requirements: This position will require the ability to operate a government vehicle to attend various meetings and forums throughout and outside the County. Work Schedule: Standard business hours (in office) and occasional night meetings. Starting Salary Range: $82,777.50 - $111,033.00
