Examples of Duties
Under general supervision, plans, coordinates, and supervises solid waste management and/or recycling activities and programs within a County region.
Solid Waste Supervisor essential duties and work schedules vary by Solid Waste Facility:
Monitors refuse disposal facilities, such as landfills, material recovery facilities and transfer stations. Provides daily supervision, instruction and training to shift personnel. Maintains daily logs and production records related to recycling operations. Conducts performance evaluations and participates in various training programs to enhance job performance. Assists site managers with daily activities.
Material Recovery Facility (MRF): Supervises labor force in operation of single stream recycling system. Responsible for processing, sorting, baling, and shipping of recycled material.
Transfer Stations and Landfills: Operates heavy equipment and county vehicles. May necessitate experience in wheeled excavators or wheeled loaders.
Solid Waste Collections: Supervises curbside refuse/recycling collection programs. Plans and coordinates refuse and recycling collection performed by private collection contractors. Monitors the performance of refuse/recycling collectors to assure compliance with regulations and policies.
Plans, designs, and implements recycling and refuse collection routes used by private collection contractors. Surveys areas and assesses refuse/recycling collector performance to determine if re-routing and/or other modifications of services are required.
Fields and responds to inquiries and complaints from the public. Represents the Bureau at neighborhood association meetings. Serves as liaison with private refuse/recycling collectors and the public. Investigates and issues landfill authorization permits. Prepares reports and correspondence.

Qualifications
Possession of a high school diploma or an appropriate equivalent.

Five years' experience in solid waste management.
Additional experience in solid waste management may be substituted on a year-for-year basis for the required education. Additional education in business administration, environmental science, communications, engineering, or closely related field may be substituted on a year-for-year basis up to a maximum of four years for the required experience.
Licenses or Certificates Possession of a valid driver's license equivalent to a Class C Maryland driver's license is required at the time of appointment.

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Conditions of Employment
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Must maintain all licenses and certifications throughout employment.
Persons appointed to this classification may be required to work on either a rotating or fixed shift basis which may include weekends, holidays, and overtime when scheduled. Employees in this classification are subject to call to duty in emergencies and may be required to work overtime with little or no notice.
Physical and Environmental Conditions
The work of this classification entails bending, stooping, lifting, and the operation of a motor vehicle. Some work may require exposure to adverse weather conditions.
