The City of Goleta invites qualified applicants to apply for Assistant/Associate Engineer positions to fill up to two (2) vacancies in the Public Works Department. Placement may be at either the Associate or Assistant Engineer level, depending on qualifications.
These vacancies are within the Capital Improvement Division of Public Works. Engineers in this division identify, fund, design, and construct City infrastructure improvements such as roads, bridges, buildings, and utilities.
IDEAL CANDIDATE The ideal candidate will work effectively with the Department’s team of engineers, support staff, and consultant partners while adhering to ambitious timelines. They should demonstrate the ability to manage and complete multiple assignments in an organized and timely manner, possess strong written and oral communication skills, and provide outstanding customer service.
Experience in civil engineering, drainage, development review, traffic management, and alternative transportation is highly desirable.
ABOUT THE POSITION The Associate Engineer is at the full journey level in Engineering. This position oversees minor CIP Projects and fulfills administrative duties, whereas the Assistant Engineer is the entry level in the professional engineering series. This position performs a wide variety of professional and technical civil engineering work in support of City public works and private development projects, including inspection, design, and construction of engineering projects.
The level at which the offer will be made of either Assistant Engineer or Associate Engineer will be based upon the experience, knowledge, and skills of the candidate.
ABOUT THE DEPARTMENT The Public Works Department is comprised of eight Programs and Divisions including Administration, Engineering, Parks and Open Space, Capital Improvement Program, Street Lighting, Traffic Engineering Operations and Maintenance, Street Maintenance, and Solid Waste and Environmental Services.

Assists in the preparation and evaluation of designs and/or evaluates preliminary and final plans and specifications for a variety of City public works and private development projects.
Performs technical plan-checks of plans, designs, subdivision plats and improvement drawings, and related work, ensuring compliance with City-imposed development conditions and municipal code provisions.
Assists in the preparation and research of right-of-ways and easements; conducts traffic engineering counts, reviews drawings for placement of traffic control devices and other tasks related to traffic engineering studies; assists with the preparation of designs and plans for public improvements, including grading, plot, profiles and cross sections.
Reads and interprets topographic surveys, benchmarks and related information; operates standard survey instruments; reviews and interprets legal descriptions; prepares, updates and retrieves official City maps and record files.
Monitors compliance of City public works operations within applicable regulatory agency requirements.
Responds to inquiries from developers, contractors, architects and the general public regarding City requirements relative to the construction, alteration, and maintenance of public works projects.
Prepares general and technical written reports; assists in the preparation of Council agenda items and resolutions.
Uses a computer for engineering programs and record-keeping purposes.
Typical Qualifications
Education, Experience and Training Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education:
Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering, construction management, public administration or a related field.
Experience:
Associate Engineer requires over three years up to and including five years of experience in public works, engineering or construction management, including contract administration, plan review and coordination of funding sources; Assistant Engineer requires a minimum of two years of professional and technical civil engineering experience to include design, field survey, public works inspection, computer aided drafting, or traffic engineering assignments, or possession of an Engineer-In-Training certificate.
Though not required, for the Associate Engineer position, an incumbent registered as a Civil Engineer in the State of California is eligible for a 5% pay differential at each pay step of the classification.
Knowledge and Abilities Knowledge of (may vary depending on assignment.):
Principles and practices of Civil Engineering.
Pertinent Federal, State and Local laws, codes, and regulations.
Basic principles and practices of project management.
Methods, material and techniques used in the design and construction of public works projects.
Computer use, including word processing, database management, spreadsheets, graphics, GIS and computer aided drafting.
Principles of cost estimating and contract administration.
Ability to (may vary depending on assignment.):
Analyze and interpret plans, specifications, ordinances, survey notes, and a variety of statistics and graphs; review estimates.
Conduct studies; prepare clear and accurate general and technical reports.
Read, interpret and carry out written instructions.
Operate and utilize computers; type and input data into computer terminal utilizing programs for word processing, database management, spreadsheets, graphics and GIS applications.
Operate a vehicle observing legal and defensive driving practices.
Communicate clearly and concisely, both verbally and in writing; understand and carry out verbal and written instructions.
Establish and maintain professional and cooperative working relationships with those contacted in the course of work.
Special Requirements
Possession of a valid Class “C” California driver's license and a satisfactory driving record.
