The Position
The City of Diamond Bar is seeking a highly motivated and experienced individual with strong interpersonal skills to perform technical work for the Engineering division of the Public Works Department.
Under general supervision, performs public service and technical work at the public counter; responds to requests for documents and information; performs responsible sub-professional engineering work in either the office or the field; drafts various public works project exhibits and maps; performs inspections; issues and tracks encroachment permits; and performs related duties as assigned.
Examples of Essential Job Duties

Assists the Public and Public Works Department with various engineering inquiries and requests.
Receives, reviews, and processes encroachment permit applications; coordinates billing invoices and collects payments; and issues permits.
Receives, reviews, and processes grading permit applications; coordinates plan check and inspections with City consultants and staff; collects bonds, deposits, fees, and audits project account balances; corresponds with applicants and contractors for status and permit issuance.
Conducts research on as-built plans, active and historical project files, infrastructure and utility maps, property lines and right-of-way indexes, and coordinates the responses to various public records requests.
Coordinates the review and approval for various private land development projects alongside the Community Development Department.
Maintains permit and project files, organized in a legible format, and supports the department's compliance efforts with records retention policies.
Prepares update reports and makes presentations to the City's Traffic & Transportation Commission.
Prepares drawings and exhibits for various public works projects, public infrastructure, geographical boundaries, construction limits, excavation cross sections, and other related items.
Reviews and assist in approval of various construction plans, tentative and final maps, traffic control plans, and other related items prepares technical comments.
Revises and updates base maps for public infrastructure and utilities, street paving moratoriums, and other related items.
Handles citizen and contractor complaints and inquiries and provides information on departmental operations.
Researches and prepares cost estimates, and reports for proposed projects and reports on completed projects.
Provides as-needed sub-professional support for the City's capital improvement program (CIP) projects.
Other duties as assigned.
Qualification Guidelines
Knowledge of: Basic knowledge of construction methods, materials, and plans; principles of engineering mathematics; drafting methods and equipment, both manual and computer; methods and practices of public works inspection ; materials testing procedures; familiarity with engineering design , cost estimates, specifications, checking of engineering plans, legal descriptions, right-of-way procedures; effective communication techniques for interacting with contractors, the public, and Public Works Department personnel.
Ability to: Operate a computer terminal and utilize a variety of software programs; follow oral and written directions; deal tactfully and effectively with internal and external customers; plan and organize work in an efficient and effective manner; conduct inspections and traffic counts; communicate effectively with variety of personnel; make sound judgments and decisions regarding a variety of job-related queries and problems; communicate clearly and effectively orally and in writing; prepare clear, accurate and concise records and reports; maintain accurate records; maintain effective working relationships with staff, management, and others encountered in the course of work; exercise tact and diplomacy.
Education: Graduation from high school supplemented by college level courses in civil engineering or closely related field.
Experience: 1. At least two years of experience, including the performance of sub-professional civil engineering, permitting and project coordination, or other related public works and engineering experience. 2. Work experience or internship with a local government agency is highly desirable.
License and/or Certificates: Must possess and maintain a valid class C California driver's license and an acceptable driving record throughout employment.
