Purpose of Announcement
EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY IN THE DEPARTMENT OF COMMUNITY DEVELOPMENT.
This employment list will also be used for future EAST AND WEST Jefferson vacancies in this Departments as they occur.
Kind of Work
This position plans, directs, coordinates and reviews the work plans for employees; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with subordinate employees to identify and resolve problems. Provides training, direction, and coordination of workload for housing staff. Prepares Federal, State and local housing reports including HUD Grant Accomplishments. Assists grant writers in preparing grant applications and proposals. Initiates and maintains relationships with various public and private organizations interested in lead abatement and remediation, homeowner, buyer, and renter needs. Stimulates, promotes, and coordinates groups and individuals to meet and identify needs such as contractor budgets, house payments, etc. Provides technical assistance to tenants in public housing and/or HUD assistance developments in organizing tenant organizations. Acts as liaison between HUD, mortgages companies, and clients. Negotiates payment plans for housing clients. Oversees HUD Lead Abatement and Homeless Prevention Grants. Provides information and assistance to clients regarding default mortgages and delinquent accounts. Counsels homeless individuals and families. Counsels clients in the rental assistance program, Section 8 housing, and other housing programs administered by the Parish. Performs intake duties and determines applicant eligibility for housing programs administered by the Parish. Position requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.
Minimum Qualifications For Admission to Examination
Candidates must meet one (1) of the following minimum qualification options:
1. Current employment and permanent civil service status with Jefferson Parish at or above the level of Housing Improvement Counselor II; plus, two (2) years of paid work experience assisting with the coordination or administration of government-funded community programs.
OR
2. Possession of an accredited Bachelor’s degree; plus, two (2) years of paid work experience assisting with the coordination or administration of government-funded community programs.
OR
3. Possession of an accredited Bachelor’s degree; plus, successful completion of at least fifteen (15) credit hours of graduate-level coursework in Public Administration, Public Health, Social Work, or a related field.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing.
