The Deputy Public Works Director—Utilities is responsible for all personnel, programs, and activities within the utilities divisions of water, wastewater, and environmental compliance. They will exercise competent judgment and discretion in the administration and day-to-day operations of assigned divisions, as well as perform diverse, specialized, and complex work involving significant accountability and decision making responsibility. The incumbent organizes and oversees day-to-day activities and is responsible for providing professional-level support to the Public Works Director in a variety of areas.

The Deputy Public Works Director reports directly to the Public Works Director, supervises the department's day-to-day operations. Distinguishing Characteristics

Under general direction of the Public Works Director or their designee, plans, organizes, coordinates, manages, and supervises assigned personnel, programs, and activities within the utilities divisions of water, wastewater, and environmental compliance. May be assigned other divisions based on needs of organization. Provides highly complex and responsible support to the Public Works Director. Provide leadership, training, and mentoring to division managers and supervisors. May serve as Acting Public Works Director, and performs all other related duties as assigned.

The Deputy Public Works Director exercises competent judgment and discretion in the administration and direction of the day-to-day operations of assigned divisions. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility. The incumbent organizes and oversees day-to-day activities and is responsible for providing professional-level support to the Public Works Director in a variety of areas.

Representative Duties / Qualifications

Duties may include, but are not limited to, the following:

Plans, directs, and supervises operation and maintenance of city infrastructure for the utilities (water, wastewater, and environmental services) divisions.
Develops and implements divisional goals, objectives, policies and priorities for assigned divisions; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement. Establishes performance measures for subordinates.
Provides advice and technical assistance to city management, staff, commissions, committees, and the public; represent the department on various committees, both internal and external; discuss and explain department plans, programs and projects at public and community meetings, legislative and administrative hearings, and related functions.
Prepares or supervises the preparation of a variety of reports, correspondence and special studies including City Council reports and annual State and Federal reports.
Serves as a member of the department’s executive team and participates in discussion and decisions related to department-wide activities impacting personnel, facilities, goals, and budgets.
Manages project coordination for assigned construction or capital improvement projects, including planning, budgeting/finance development, design and development of project specifications, review, construction and inspection processes; requests, evaluates, negotiates and manages consultant proposals and contracts; assists in identification of and securing financing options; sets project schedules, design review elements, agency coordination and regulatory agency compliance.
Prepares and manages the division budget; participate in the forecast of additional funds needed for staffing, equipment, and projects.
Attend conferences, meetings, and seminars to keep informed of new developments; confer with a variety of public and private officials on related issues and may serve as the City's representative to other governmental agencies
Recommend the appointment of personnel provide or coordinate staff training/ conduct performance evaluations; implement discipline procedures as required; maintain high standards necessary for the efficient and professional operation of the department.
Develops and maintains division safety programs and division emergency response program, including ensuring staff receive training on applicable local, state, and federal policies and practices and ensures compliance with said policies and practices.
Responds to inquiries, requests, and complaints as it relates to division and department functions and takes appropriate action; ensures the public is kept updated and aware of programs, projects, and other related activities through the department’s public notification policies and procedures.
Prepares and presents reports to City Council; serves as liaison between assigned Committees/Commissions and City, including attending meetings, and preparing and presenting reports and recommendations.
Oversees, manages, and directs the work of outside contractors, observing all applicable City, County, State and Federal administrative policies and procedures; reviews and evaluates work products and/or services for compliance with the City’s objectives, quality, and contract scope; approves payment of invoices for contractual work as appropriate.
Ensures the City’s compliance with various environmental regulations as they pertain to water, wastewater, storm water, and industrial wastewater, including the Unites States Environmental Protections Agency (USEPA), California Environmental Protection Agency (CAL EPA), State and Regional Water Quality Control Boards, State of California Department of Health Services office of Drinking Water; National Pollution Discharge Elimination System (NPDES) requirements and National Pretreatment Standards; files and maintains monitoring records and reports; ensures compliance with signatory and reporting requirements; reports any system overflows and maintains updated sanitary system overflow protocols.
Represents the Public Works Department with representatives of private industry and federal, state, regional, special district, and county agencies regarding a variety of public utilities programs and issues.

Performs the duties of Director, as assigned, during his/her absence.

DESIREABLE QUALIFICATIONS

Knowledge of:

Modern principals, practices, methods and techniques utilized in the construction, operation, and maintenance of large, complex, public utilities facilities and systems.
Contemporary municipal management and public administration principles and practices, including current budgetary and fiscal operations and controls.
Practices and procedures of local government, regulatory agencies, and grant agencies.
Principles and practices of leadership, motivation, team building, and conflict resolution.

Ability to:
Develop, interpret, apply, and explain applicable laws, codes, ordinances, policies, procedures, rules and regulations.
Plan, organize and direct the activities of an assigned operating division or group of operating divisions.
Exercise sound independent judgment within general policy guidelines and operating parameters.
Delegate authority and responsibility, and schedule and program work on a long-term basis.
Prepare clear, concise and comprehensive records, reports and correspondence and other written materials.
Make clear and persuasive oral presentations.
Establish and maintain effective working relationships with those contracted in the performance of duties.

MINIMUM QUALIFICATIONS

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education: A Bachelor's Degree in engineering, construction management, environmental services, business or public administration, or a related field.

Experience: Five years of increasingly responsible experience in management and administration of municipal public works operations to include experience in one or more of the following areas: wastewater collection systems, water distribution systems, facilities, capital projects, fleet, and street maintenance. At least two years of experience must include supervisory experience.

SPECIAL REQUIREMENTS:

Intermittent weekend and/or evening or other than normal business hours work is required. May serve as staff to commissions and may be required to attend off-hour meetings.

Must possess a valid California Driver's License as issued by the State Department of Motor Vehicles.

Pursuant to California Government Code 3101, and Benicia Municipal Code 2.36.060, all City of employees are deemed Emergency Disaster Workers and may be charged with duties incident to the protection of life and property in this city during the emergency.

WORKING CONDITIONS:

Work is performed both indoors and outdoors; office and field environment; travel from site to site; exposure to computer screens, inclement weather conditions.
