Job Summary
Professional who possesses expert technical knowledge for the business functions supported in FERC jurisdictional agreement drafting, and possesses regulatory knowledge to demonstrate proficiency in the application of theory to analyze, research, draft, and solve problems through agreements with very limited guidance from higher level personnel. Strong working knowledge of state and/or federal regulation standards, codes, concepts, systems, and business processes relevant to work assignments. Leads work groups to address AEP positions in customer negotiations, AEP agreement drafting for FERC and PUCT filings, and resolve contract analysis to accomplish work plans initiated by internal AEP groups impacting other customer interconnections, or initiated directly by federal/wholesale customers. Responsible for recovery terms as established by AEP policy leaders, audit responses, agency inquiries, compliance filing Q&A, and/or filing of such agreements. Provides expert level input for corporate and business unit strategy development and coordination, and support for the recommended negotiation strategies. Possesses and expert level knowledge of developments, procedures, and current events affecting regulatory activity, and provides leadership to implement needed areas of change. With expert level regulatory knowledge, educates others on interrelationships between cost drivers and revenue associated with FERC formula rate recovery of transmission costs.
Job Description
Work Designation -- remote preferably within AEP's service territory in these states: OH, WV, VA, KY, TN, IN, MI, OK, TX, LA, AR. Other states and locales may be considered based on payroll, tax and benefits.
- Assists, guides, and leads others in the assembly of basic data to support any of the following, as related to the applicable function: contract research, case filing, and eTariff practices/procedures, special contracts, and global documentation maintenance.
- Leads work activity of others to perform interconnection contract tasks, such as developing direct negotiations with customers, crafting internal contracts, working with planning, project management and engineering, and internal/external legal counsels to draft agreement terms & conditions in accordance with AEP policy, responding to discovery requests, promotes professionalism and standards, influences the direction of thinking through the organizational unit as a recognized authority; and operates with little supervision in a complex environment.
- Expert level knowledge of complex contract or regulatory recovery matters at the FERC level for the applicable area of supervision. Regulatory matters included but are not limited to: the federal and state regulatory commission structures, processes, and roles; utility ratemaking and rate design; Independent System Operators (ISOs), Regional Transmission Organizations (RTOs), and competitive wholesale markets; industry restructuring and deregulation; federal reliability compliance obligations; federal and state environmental compliance; and current legislative and regulatory policy issues impacting electric utilities.
- Develops, implements, and leads projects and process work by establishing measurable goals, objectives, and requirements relative to a specific area of responsibility; addresses company system-wide issues within specialized field of expertise; and reviews planned work of others.
- Anticipates, identifies, clarifies, resolves, and initiates solutions to internal and/or external unique and specialized problems that sometimes involve analysis of inadequate or conflicting data; and leads the development of opportunities, new ideas, and approaches that have system-wide impact.
- Leads in preparation and presentation of complex regulatory subjects and strategies in a clear, concise, and effective manner to management and/or regulatory bodies; demonstrates a strong knowledge of the network channels within the company, other companies, professional organizations, and regulatory agencies.
- Make complex decisions based on calculated risk; has a comprehensive knowledge of the impact of the decisions made on other organizational units internal and external of the company; possesses expert knowledge to defend decisions that are made in the interest of the company; and demonstrates the ability to extrapolate beyond known facts to reach a logical conclusion.

MINIMUM REQUIREMENTS:
Education/Experience: Bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 8 years relative field, operations or analytical experience; OR,
Associate's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 12 years relative field, operations or analytical experience; OR,
High School diploma or GED AND 15 years relative field, operations or analytical experience.
OTHER REQUIREMENTS:
Master’s degree, in areas of study identified above, is preferred.
Certified Public Accountant, Certified Internal Auditor, Professional Engineer, or similar certification/license is preferred.
Proficiency with spreadsheets is required.
Proficient oral and written communication skills, including the ability to articulate strategy and provide guidance to management and customers is required.
Understanding of one-line diagrams, for interconnection contract purposes is required.
Required to work mandatory ”on-call” requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.
Occasional travel will be required, such as: to meet with customers and/or stakeholder meetings/events, to advocate the Company’s position.
INITIAL POSITION / BASE SALARY FUNDING: ($110,656 - $143,853). In addition to base salary, AEP offers competitive Total Rewards including: discretionary annual bonus, 401(k), pension, health insurance, life/AD&D insurance, vacation, educational assistance, etc.
