Summary: The ATCALS Site Leadis responsible for meeting Contractor’s work requirements including scheduling of personnel, work supervision and quality control. The Lead shall have full authority to act for the Contractor on all Task Order (T.O) matters relating to daily operation of this T.O. at the assigned location. The Site Lead shall oversee and supervise the maintenance effort of all communications equipment such as military and commercial off the shelf transmitter/receiver radios, digital voice recording systems (DVRS), enhanced terminal voice switches (ETVS), networking equipment, land mobile radio (LMR) equipment, satellite equipment, NAVAIDS equipment and radar equipment. Serves as SME on ATCALS related issues in/outside the facilities. - Basic knowledge on the capabilities of various pieces of test equipment in order to properly maintain or test communications equipment / circuits as well as radar equipment.
- At some locations, this individual will also be required to coordinate troubleshoot/repair communications / radar / navigational equipment and provide technical support on networking equipment.

Essential Job Functions: (not limited to duties as described – performs related duties as requested) - As the Senior IAP representative at the designated location - provides oversight and management in the day-to-day operations of IAP contractor operations.
- Oversees preventive maintenance on ATC communication / radar systems and ancillary equipment.
- Approves the scheduling of system repairs and preventive maintenance on Air Traffic Control radio systems and related equipment. Specific equipment supported includes CM-200 radio. URC-200 R/T, GRC-171/211 R/T, GRR-23/24 RX, GRT 21/22 TX, PRC-117 Wideband Tactical Radio, R/T-1319, ETVS-BS2 Enhanced Terminal Voice Switch, PL-2000DT DVRS, Tetrapol TPH-7XX/THR9/THR8XX LMRs’, Motorola XTS 4000/5000/6000 LMRs’, TRC-176 R/T, Liberty Star VCCS and AN/TPN-19 radar.
- Validates inspection of equipment at specified intervals to determine operational status.
- Tracks replacement of defective components.
- Follow COMSEC procedures and management as applicable.
- Verifies performance of operational checks.
- Ensures inspection and maintenance records are maintained.
- Oversees troubleshooting and technical support to networking systems and equipment (at some locations).
- Maintain Facilities Status Records (e.g., AFTO 499, 512, 214, etc.).
- Coordinate with the Installation Security/Anti-Terrorism Manager to remain current on installation security tasking and posture as applicable to ensure security of controlled areas.
- Ensure and verify operational condition of Radar, Radio, NAVAIDS and Networking systems to be within prescribed parameters IAW applicable Technical Order/Manual or other supporting documentation (commercial manuals, FAA Orders, etc.)
- Perform preventive maintenance and troubleshooting on SkyWAN ATC VSAT equipment is a plus.
- Knowledge working with ATC VSAT systems which includes:
- Performing preventive maintenance on ATC VSAT equipment.
- Replacing defective components.
- Configuring/reconfiguring ATC VSAT networks.

Level of Supervision: Minimum of 10-years’ supervisor experience required. |
Education & Experience: - High school diploma or equivalent.
- Must have attended a DOD or FAA electronics or industrial school course of instruction or an accredited correspondence school or a minimum of 10 years’ experience managing maintenance personnel in electronics repair, maintenance and testing of at least one of the ATCALS systems identified in this job description.
- Minimum of 10 years of supervisory experience in a relevant setting.

License & Certifications: - Must be a U.S. Citizen with the ability to obtain a U.S. Passport.
- May be required to obtain additional computer security certifications per site specific requirements.
- Must have valid U.S. Driver’s License and be able to operate a vehicle with a manual transmission.
- May be required to obtain a military flight line driver’s license.

Knowledge & Skills: - Knowledge and skills to manage the personnel in the maintenance and repair ATCALS systems and related equipment.
- Familiarity with the interrelationships of circuits and judgment in planning work sequence and in selecting tools and testing instruments, usually more complex than those used by the Level III Technician.
- Ability to apply his or her comprehensive technical knowledge in order to solve simple to complex problems by working within manufacturer’s procedures / specifications and be able to exercise independent judgment in performing tasks in support of ATCALS systems.
- Must have the technical knowledge to solve unusually complex problems.
- Ability to schedule/plan/execute maintenance of communications systems using tools/test equipment available.
- Participate in and provide technical assistance during system flight inspections.
- Maintain diagnostic tapes, tools, support and test equipment.
- Maintain records for accountability of all parts of appropriate systems, spare parts and requisitioning of spare parts.
- Proper safety procedures in system maintenance and operation IAW OSHA guidelines.
- Knowledge and the ability to interpret and work from blueprints, drawings, schematics, manuals, handbooks and technical specifications.

Physical Demands/Working Environment: - Candidate must be physically able and willing to work long hours to meet mission and contract requirements.
- Must be able to pass employment and pre-deployment qualification requirements to include medical, drug testing, and background check, etc.
- Must be willing and able to work in austere conditions.
