Job Summary
Purpose
An employee in this position serves as the Operations Manager (ECOIV) for the Culpeper County Public Safety Communication’s Center (Center.) The ECOIV assists in the management of shift operations and personnel. The ECOIV works as an essential staff member, being the first of the first responders that the community interacts with in reporting emergencies in Culpeper County.
Chain of Command
The ECOIV reports directly to the ECOV and is responsible for supervising all ECs level III, II, I, Ts. placed on his/her shift.

Oversees/supervises the daily operations and personnel on his/her assigned shift/s
Oversees the work schedules for personnel on his/her assigned shift/s
Assists in developing/modifying/maintaining policies, procedures, rules, regulations, operational plans, and training material.
Assists with the administration functions for the Center and its personnel.
Assists in liaison activities with all agencies/persons regarding all operations of the Center.
Assists in the training, certification, coaching, and mentoring for new employees.
Assists in the continuing education for all personnel on his/her assigned shift/s
Assists in the Quality Assurance/Quality Improvement Programs
Trains to make lifesaving decisions and provide clear directions and advice, including pre-arrival medical instruction when needed.
Answers emergency calls and other calls from the community as well as dispatching law enforcement, fire and rescue, animal control and all other required resources
Uses a wide variety of cutting-edge technology systems, including but not limited to computer aided dispatch (CAD), 9-1-1 telephone system, 9-1-1 text messaging, TDD, GIS mapping and aerial photography, public safety radio systems, law enforcement data systems, alerting and notification systems, etc.

Assists in public education on the Center’s operations and Public Safety Communications as a whole.
Performs other duties as required/assigned.
Required Knowledge, Skills, & Abilities
By the end of the probationary period, thorough knowledge of the policies, procedures, processes, laws, ordinances, and regulations affecting public safety communications, and the ability to apply them appropriately.
By the end of the probationary period, skill in operating all equipment, systems, and consoles to receive, record, and monitor data about public safety communications.

Qualifications
Minimum Qualifications & Experience
Education & experience equivalent to a high school diploma or GED
Must possess a Valid Virginia’s Driver’s license.
Must successfully complete criminal history background investigation, including fingerprinting, to include no felony convictions, no serious misdemeanor convictions. All convictions shall be reviewed on a case-by-case basis.
A psychological examination designed to assess the emotional stability and psychological fitness of each candidate will be conducted prior to appointment, using valid, nondiscriminatory procedures. Only qualified licensed professionals will be used to assess the emotional stability and psychological fitness of candidates. These assessments will assist in eliminating candidates who may not be able to carry out their responsibilities or endure the stress associated with employment in this field. The examination results will show the candidates as either Recommended, or Not Recommended.
Must have completed and/or be certified in the following:
FEMA Courses – IS-100, IS-200, IS-700, IS-800
AHA BLS CPR
DCJS Communications Basic
Must successfully obtain and maintain certifications within a reasonable time frame after being hired/promoted:
FEMA Courses – ICS-300, ICS-400
APCO PSTI - Public Safety Telecommunicator I
APCO EMD - Emergency Medical Dispatch
APCO FSC - Fire Service Communications
APCO CTO – Communications Training Operator
APCO Supervisor
All other certifications required/assigned.
At least three (3) years of experience in a Public Safety Communications Center; Performing call-taking, dispatching, and data entry.
Must successfully participate in and complete the Center’s hiring/promotional process
Must have satisfactory ratings/remarks on the last three job evaluations.
No infractions resulting in disciplinary action within the last 24 months.
Ideal Experience & Certification
At least one year of experience as an ECOIII, Shift Supervisor or equivalent, and/or an ECOII, Communications Training Operator or equivalent in a Public Safety Communications Center; Supervising, training, and performing call-taking, dispatching, and data entry.
One or all the following Leadership/Management Certifications:
APCO RPL – Registered Public Safety Leader
APCO CPE – Certified Public Safety Executive
NENA ENP – Emergency Number Professional
NENA CMCP – Center Manager Certification Program
Working Conditions & Disclaimer
Work Conditions:
This position classifies the physical exertion requirements as light. Must be able to life 5-10 pounds. Must be able to operate office and computer equipment; may involved extended periods of time at a keyboard or workstation. Must be able to communicate orally and perceive and discriminate color or shades of color.
Work Location & Schedule
The majority of work shall be performed at the Center, 14022 Public Safety Ct, Culpeper VA 22701.
Duties are normally performed in an office setting; Hours of operation are normally 8 hours a day. Must work a shift that overlaps day shift and night shift. The person in this position is subject to working any shift assigned, overtime, being held over, or called back for disasters, local emergencies, or special events, and short staffing. Frequent contact with the public, police, fire, and emergency medical service providers is necessary. Occasional contact with other federal, state, and local government agencies is required. These contacts may require considerable skill in diplomacy, tact, or discretion.
Some paid travel may be required for educational purposes and other job-related duties required/assigned.
