The Summer Jobs Program seeks to provide Frederick County youth with summer employment, work readiness skills, and exposure to career possibilities with local businesses.
Part-time; seasonal; up to 30 hours per week; Monday - Friday; June 24, 2024 - August 9, 2024; no benefits
The Summer Counselor is responsible for assisting with implementation of youth summer employment services for Frederick County Workforce Services (FCWS). The Summer Counselor acts as a liaison between FCWS and summer worksites. Supervision is received from the Youth Programs Workforce Services Manager and/or the Summer Jobs Program Coordinator.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Visit worksites frequently for follow-up, problem solving, facilitating supervisor/participant communication, and crisis intervention
Provide leadership and/or assist with summer implementation processes
Interact positively with youth and worksite supervisors
Review procedures, agreement with supervisor and participant
Provide orientation for participants and worksites if needed
Implement the conduct code
Assist with supervision of youth in recreational/community service activities
Assist with end-of-year recognition processes
Work with youth that may have multiple barriers to employment (i.e., mental or physical disability)
Ensure all paperwork between FCWS, worksites, and summer youth are delivered and processed in a correct and timely manner
Update agreement information to reflect current situation
Complete monitoring checklists for supervisors, worksite, and participants
Follow-up on monitoring findings
Continue to check for compliance of Child Labor Laws and operational problems
Assist with payroll sign-on of youth, if needed
Attend weekly staff meetings
Perform other duties as assigned
Aid supervisors and staff with locating specialty parts and tools that are necessary to complete repairs
Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Minimum age of 21 years
High school graduation or the equivalent
Minimum 1 year experience (volunteer or internships may be accepted) providing education services, family/community support services, service coordination or other human services experience
Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
Ability to develop rapport and maintain effective mentor relationships with youth
Knowledge of counseling principles and experience in youth or adult education principles, group dynamics and/or teaching
Ability to effectively organize work, establish priorities, manage time and effectively complete assigned duties with minimal supervision in a fast paced environment
Proficiency in using various computer applications and software as applicable to these job functions
Ability to perform basic mathematical functions
Ability to use creativity and originality in designing programs for employers and job seeking customers
Ability to demonstrate strong attention to detail and organizational skills
Ability to accurately compile, analyze and present statistical reports and data
Ability to develop and maintain effective working relationship with state officials, community partner, business representatives, co-workers and customers
Strong and effective spoken and written (English) communication skills with ability to prepare and present clear, accurate reports
PREFERENCE MAY BE GIVEN FOR:
Coursework or degree related to sociology, psychology, social work, education, law enforcement or a closely related field
Experience working with individuals between the ages of 14-21
1 year of experience counseling adolescents in an education / residential setting
Experience working with youth with disabilities, foster care youth, or at-risk youth
Secondary language skills in ASL and/or Spanish
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to frequently walk, lift up to 20 pounds and drive
While working in this position, the employee is required to frequently work indoors, work in a noisy environment; and occasionally work outdoors

Ability to provide own transportation to worksites and meetings
Required certifications, licenses, etc. must be maintained during tenure of employment
Available for some varied work hours to accommodate meetings or other commitments
