Job Description:

Provide project management for new stores, expansions & remodels and other capital projects.  Responsible for the development of project schedules, budgets, coordination of all contractors, sub contractors and internal Weis Markets Inc. associates and stakeholders. i.e., operations, merchandising, store support, engineering, architecture & refrigeration. Prepare meeting agendas and minutes. Chair the weekly project meetings. Receive, approve, disseminate and/or process all project related correspondence, change orders, invoices, contractor requisitions, permit applications, test reports, etc.  From time top time the Project Manager will be called on to conduct preliminary site investigations, project budgets. Assist the Architectural Department with entitlement issues, review, red line & coordination construction documents. Monitor the construction process from commencement through grand opening and on to project closeout to ensure that the project goals are met and that the contractors & developers have delivered a quality project that meets or exceeds the company’s standards for schedule, cost and quality.  This position has exposure to all levels of management.  This position handles cumulative project budgets on average of $15 million annually. 

ESSENTIAL DUTIES AND RESPONSIBILITIES
 

• Provides project leadership and continuity by being the primary contact both internally and externally for all scope, budget, costs issues, design and construction related items and issues for the life of the project.
• Responsible for handling multiple projects requiring effective interaction and coordination with other project team members and internal company departments as well as external parties.
• Works with the Director of Construction to maintain and monitor and track project information and events such as budget tracking & scheduling reports that are submitted to the management team on a monthly basis.
• Provides recommendations and design input to ensure that financial, marketing, and merchandising objectives for projects are met and for time to time will develop and manage project scopes and budgets. 
• Coordinates and leads on-site surveys of new and remodel projects.
• Responsible for coordinating with outside architects & engineers in the review of contract documents for assigned projects.
• Is knowledgeable of company standards & criteria and performs intermediate and final plan reviews to assure design integrity and compliance.
• Maintains and is accountable for the budget through completion of project.
• Solicits proposals for change orders & services associated with assigned projects and negotiates with the vender providers to sure that the best value is achieved for the company.
• Responsible for his/her assigned projects completion according to the company’s standards for criteria, time, cost, and quality.
• Conducts regular field inspections on assigned projects, ensuring contractors’ compliance with contract documents and takes necessary corrective action to ensure objectives are achieved.
• Reviews and approves contractors’ applications for payment as authorized by management on approved contracts and purchase orders.
• Initiates the schedules with the contractors and coordinates schedules with all the internal stakeholders to facilitate fixture setup activities ensuring that timely occupancy of the store including: By example; delivery and installation of equipment, utility connections, refrigeration startup, receipt of all required occupancy licenses, and working with store operations to receive merchandise.
• Provides design and construction expertise to operations and departments in response to questions in the area of maintenance and repair.
• Conducts performance evaluations on approved contractors at the conclusion of each project conferring with the Director of Construction as needed regarding changes in vendor pre-qualified status based upon evaluation.
• Recommends and evaluates contractors to be added to the pre-qualified list.
• Provides quick response and support where needed in emergency, disaster recovery, and /or compliance situations.
• Submits to the Director of Construction project-related expenditures for approval, processes change orders for contracted work, and monitors ongoing costs for compliance with approved budgets.
• Initiates and coordinates the project close-out process making sure that all permits have been closed out and final inspections have been completed. The contractor has submitted his close out package in conformance with the contractual requirements.
• Responsible for providing effective coordination between internal stakeholders, team members and outside parties i.e. developers, design consultants & governmental agencies as required to keep the lines of communication open and to achieve the desired project outcomes.
• Provides on going evaluation of best practices & standards as well as new ideas, input and recommendations for criteria and process improvements.
• Evaluates performance of architects, engineers and other consultants and provides recommendations for future work. 
• Establishes and maintains formal and informal channels of upward communication.  Encourages the expression of new ideas, suggestions, and feedback from internal and external sources. Reviews suggestions for appropriateness and make recommendations for further action.
• Responsible for project schedule creation and maintenance with accountability for achieving all scheduled dates.

QUALIFICATION REQUIREMENTS

Three to Five years experience in the design and construction of retail facilities.

Experience in hiring and managing outside contractors.

Strong interpersonal skills and the ability to coordinate all assigned work and projects with the regional & district managers and store managers.

Associates degree or vocational certificate in construction management, engineering, architecture or equivalent education and/or experience.

A thorough knowledge of budgeting, scheduling, design, construction and fixturing of retail store projects as well as the ability to control and track budgets and schedules.

Current knowledge of construction and equipment costs as well as a broad understanding of the time requirements for design disciplines, coordination of equipment delivery, refrigeration installation and construction

A thorough knowledge of general construction industry practices.

The ability to perform building and site inspections.  This is crucial in determining conformance to contract documents, progress of construction, and fixturing.

Capability to analyze and solve coordination and construction issues with internal and external construction team.

Review and coordinate equipment acquisition through purchasing department(s).

Required computer skills, Lotus Notes, Excel, Word & Project, Scheduling Software.

Physical Requirements:

Requires the ability to climb a 30 ladder to roofs and scaffolds to inspect work.

Must possess a valid drivers license and able to drive throughout PA, MD, NJ, NY, WV & VA.The position requires 80% day travel to the stores and facilities and 20% in the Sunbury offices.
