Job Abstract

Essential Functions

• Attends a variety of meetings (e.g. monthly Board meetings and evening meetings, facilitating and participating in district retreats, etc.) for the purpose of ensuring implementation of district public information.

• Compiles data from a wide variety of sources (e.g. community groups, Board, staff/departments, etc.) for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components and developing internal/external communications materials.

• Conducts community outreach to institutional strategic partners (e.g. industry and other educational institutions), as appropriate for the purpose of maintaining ongoing community support for educational goals.

• Consults with appropriate departments on internal/external communications issues and the production of publications and presentation materials for the purpose of ensuring agency-wide communication are in compliance with stated policies and procedures.

• Coordinates outreach initiatives and ensures they are completed in accordance with established institutional priorities and guidelines.

• Develops and implements the District Communication Plan (e.g. developing public information written materials, collaborating in explanation of Emergency Communications System for the district, determining media strategies, consulting with legal, etc.) for the purpose of ensuring optimal articulation of all District Communication Plan processes.

• Directs operations and activities of the Public Affairs and Communications department for the purpose of providing services within established timeframes and in compliance with related requirements.

• Facilitates meetings, workshops, seminars, etc. for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.

• Manages budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.

• Organizes district events with the community for the purpose of facilitating and implementing district communications with the community.

• Oversees assigned program and/or departmental responsibilities (e.g. internal and external communications, college and Newsroom websites, marketing, advertising, newsletters, social media, etc.) for the purpose of achieving organizational objectives, and ensuring compliance with legal, and financial requirements.

• Participates in meetings (e.g. professional associations, develops networks, workshops, seminars, conferences, committees, etc.) for the purpose of conveying and gathering information regarding a wide variety of subjects required to carry out their administrative responsibilities.

• Performs personnel functions (e.g. interviewing, hiring, training, evaluating, supervising, terminating, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.

• Prepares a wide variety of often complex documents and written or electronic materials (e.g. press releases, newsletters, service guides, annual reports, budgets, materials for the Superintendent/President, etc.) for the purpose of documenting activities and issues, conveying information, meeting compliance requirements, and/or providing supporting materials.

• Responds to issues and inquiries from school district administrators and educators regarding development, implementation and evaluation of programs for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.

• Serves as a liaison between the district and media representatives, community organizations and the public (e.g. Public Information Officer, spokesperson, etc.) for the purpose of conveying information, publicizing events, and enhancing the relationship of the district and the community.

• Supports the President and department administrators (e.g. communications, marketing, and media strategies, etc.) for the purpose of developing and implementing services and programs and achieving operational goals.

Other Functions

• Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; developing and administering budgets; and developing effective working relationships.

KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: higher education system; organizational and time management; concepts of conflict resolution; pertinent codes, policies, regulations and/or laws; current and developing technology; and in depth journalism processes.

ABILITY is required to schedule a significant number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyzing data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of job-related equipment. Independent problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is moderate. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; meeting deadlines and schedules; setting priorities; working as part of a team; flexible to changing conditions; making quick and accurate decisions; working with multiple projects; dealing with frequent interruptions and changing priorities; maintaining confidentiality; facilitating communication between persons with frequently divergent positions; in-depth communication ability; community networking ability; working with divergent scheduling; managing and directing events pertaining to educating the community; attending monthly Board meetings and evening meetings; providing extensive off hours support to Emergency Communications System; and demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic background of community college students.

Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a department; directing the use of budgeted funds within a work unit. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is a continual opportunity to impact the organization's services.

Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and healthy environment.

Experience:

Job-related experience with increasing levels of responsibility.

Education:

Bachelor’s degree in job related area.
