This professional position will provide fiscal management for grants and County funds received by Family Partnership (FP). This position will develop and oversee the budgets, expenditures, and financial projections. This position will coordinate grant resource development and grant preparation support. Supervision will be received from the Family Partnership Director.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Prepare, submit, and manage the operating and program budgets for FP; monitor to ensure budget compliance and maximize department resources; as needed, prepare budget amendments, transfers, and journal entries
Compile data and prepare monthly, quarterly, and annual fiscal reports/invoices for Federal, State, and local grants/revenue in accordance with Generally Accepted Accounting Principles (GAAP), as promulgated by Government Accounting Standards Board (GASB), 2CFR 200, and grant regulations
Reconcile budgeted accounts to actual accounts
Ensure timely receipt and expenditure of grant funds, to include preparation and submission of grant requirements
Discuss potential fiscal problems with Director; make adjustments in a timely manner
Coordinate with Accounting, Procurement, and Internal Audit departments on fiscal record keeping
Act as a liaison between FP, Finance Division, budget office, division administration and grantors regarding fiscal issues/concerns; make adjustments in multiple grants as needed
Prepare for and participate in grant audits/monitoring from grantors, which includes maintaining in-house files for grant audits and assist with responses to audit/monitoring questions
Create and utilize computerized spreadsheets and word processing for various reports, tracking, and documenting fiscal matters; maintain fiscal binder and policies
Utilize computerized procurement system to create or approve requisitions, vouchers, invoices, timesheets, procurement card and other procurement needs
Oversee timekeeping system and time allocation tracking for all staff
Responsible for procurement card, for making department purchases as directed, and for reconciling statements monthly; oversee p-card purchases and for reconciling staff p-cards
Prepare budgets and budget narratives for grant proposals
Assist with researching for grants
Prepare and maintain annual inventory report for multiple grant funders and Frederick County Government
Implement internal and external reporting systems and procedures for monitoring and controlling fiscal activities to meet all grant and contractual performance standards and assure cost effectiveness
Maintain appropriate documentation of administrative and participant information functions for audit compliance
Maintain working knowledge of federal, state, and local laws, regulations, and policies; implement policies/procedures to assure compliance
Maintain resource information on grants management tools
Coordinate management of information systems, assistance with technology needs, and manage FP information systems.
Troubleshoot and resolve FP computer, data and service issues as needed; coordinate telephone service needs; interface with IIT staff; etc.
Maintain database of submitted grant applications, actual awards, progresses, outcomes, etc.
Receive, review, and analyze performance measure and program data outcomes for compliance and identification of trends.
Represent FP at meetings, as needed
Actively participate in Division wide emergency planning and activation of County shelter and/or family assistance center
Assist with the appropriate care, safety, and well-being for children 6 weeks through 12 years during weekly evening programs
As needed, operate a County vehicle to transport participants to/from the FP center or other outreach sites
Perform other duties as assigned

QUALIFICATIONS AND REQUIREMENTS

Associate’s degree in Accounting, Financial Management, Business Administration, or a related field
Minimum 4 years work experience in a responsible accounting, budget, or fiscal position
Minimum 1 year work experience creating and maintaining complex spreadsheets in MS Office Excel
Intermediate skills in Microsoft Office Suite
Possession of a valid automobile operator's license
Current certification in CPR and First Aid (infant/child and adult) or ability to be certified within 90 days of hire
NOTE: A related Bachelor's degree may reduce the work experience requirement to 2 years; additional years of responsible work experience may reduce the education requirement.
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges to drive a 15 passenger van
Knowledge of budget preparation, government accounting, and generally accepted accounting principles
Knowledge of Office of Management and Budget's (OMB) Circulars
Working knowledge of federal, state, local and private resources for human service programs
Accurate math and clerical skills, including the ability to compile, analyze and verify fiscal and statistical information
Ability to effectively compile, analyze and present statistics and other program information
Ability to effectively access and utilize computerized systems and equipment (e.g. Internet, word processing, spreadsheet, data management)
Ability to maintain a working relationship with local, federal, and state government grant offices
Ability to effectively organize work, determine priorities and complete assigned duties with minimal supervision
Ability to work with sensitive information and maintain appropriate confidentiality
