Position Information
The Department of Management and Finance (DMF) is seeking a Commercial Real Estate Appraiser for the Office of Real Estate Assessment Division. This position will work on a team responsible for developing and defending annual assessments of commercial real estate throughout Arlington County utilizing Direct Sales Comparison, Income, and Cost Approaches to valuation. The Real Estate Appraiser is responsible for managing a commercial mass appraisal assignment throughout the year which includes, defending assessments before the Board of Equalization (BOE), collecting data in the field, inspecting all new construction and permit work within assigned trend area, assisting the public with questions and explaining policies over the phone, in the office or in the field.
Appraisers must have the ability to work remotely, maintain a productive work schedule and manage one’s time and assignments in a flexible remote work environment. They must be able to meet the requirements of having days in the field for inspections of properties, days working remotely online and days in the office providing availability and coverage for the public.
Specific duties include:
Reviewing assessment appeals, preparing for BOE presentations and presenting the findings of appeals before the BOE and Circuit Court;
Meeting with taxpayers, property tax representatives and attorneys to discuss property appeals;
Entering and analyzing data gathered from Income and Expense documents and utilizing that data to develop guidelines to value commercial property;
Reviewing and researching commercial sales that are recorded in the Land Records;
Reviewing commercial permits and new construction to ensure accuracy;
Using Computer-Assisted Mass Appraisal and Mobile Assessor software to collect, input, analyze and retrieve appraisal data and make recommendations for valuation; and
Providing written or verbal real estate assessment information to the public, over the phone or in person at the County office
Selection Criteria
Minimums: Bachelor's degree in Real Estate, Business, or related field and significant experience appraising properties for tax assessment purposes that preferably includes some or all of the following:
Utilizing computer assisted mass appraisal software and experience Explaining real estate assessment policies and/or procedures.
Defending assessments before the Board of Equalization (BOE)
Developing commercial guidelines, capitalization rate studies and income and expense analysis
Providing Commercial sales and land allocation analysis
Successful completion of any of the following IAAO courses:
300- Fundamentals of Mass Appraisal
400- Assessment Administration
402- Assessment Tax Policy
Substitution: Additional experience in real estate appraisal may substitute for the education requirement on a year-for-year basis.
Desirable: Preference may be given to applicants with one or more of the following:
Experience explaining real estate assessment policies and/or procedures;
Skill in using Excel, dBase, Word, Access or similar software;
Experience working remotely utilizing Microsoft Teams;
Virginia Appraisal license;
Experience collecting and analyzing technical data;
Commercial appraisal experience.
Special Requirements
Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or be willing to use alternative means of transportation. The applicant must provide or authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon favorable review of the applicants driving record.
A pre-hire background check will be made on all candidates who are prospective employees. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

The pay ranges listed above are effective June 30, 2024.
Normal work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is predominately virtual/remote; however, due to the nature of the work, weekly field visits of properties in Arlington County are required we well as occasional ADHOC onsite meetings, employees are expected to live within reasonable travel distance to Arlington County.
This position is part of an alternative pay program that includes career path and pay-for-performance elements and an extended salary ceiling. Entry level within the band is based on review of qualifications and experience. Pay potential will be based on performance and employee development.
Employee will be required to operate a county vehicle to perform assigned duties at locations other than the primary worksite.
