JOB INFORMATION
The City of San Diego’s Commission on Police Practices (CPP) is seeking a Policy Manager. The Policy Manager will oversee and is responsible for researching and analyzing policies, practices, legal requirements, and data, reporting on trends and issues raised in professional literature and through community input, conducting field work, evaluating, investigating, and drafting reports that provide findings, and propose recommendations to the Commission as it pertains to the San Diego Police Department’s (SDPD) programs, activities, policies, and procedures.
Under the direction of the Executive Director and the Commission, the Policy Manager will work independently and with Commissioners to conduct complex policy research and generate recommendations for change based on research, data, and best practices in the field of law enforcement practices. The position will work closely with the Commission, Commission staff, SDPD staff, community organizations, other City departments, City Council, Mayor, the public, and subject matter experts including members of the National Association for Civilian Oversight of Law Enforcement. This position is eligible for a hybrid work schedule.

Key Areas of Responsibility:
Research, analyze, develop, prepare reports, conduct fieldwork, evaluate, investigate, and provide findings, policy guidance, and recommendations to the Commission as it pertains to the San Diego Police Department’s programs, activities, policies, and procedures.
Track and inform the Commission regarding current issues and trends in law enforcement oversight as raised through community input and professional sources.
Compare SDPD policies and procedures with those of other departments locally, statewide, and nationally. Produce graphics and presentations for Commission and community awareness.
Seek expertise, research, and best practices input from national and local scholars, subject matter experts, and legal counsel when drafting findings and proposing recommendations.
Facilitate recommendations regarding complex policy changes based on research, data, and best practices while working closely with the Commission, Commission staff including legal counsel, SDPD staff, community organizations, other City departments, City Council, Mayor, the public, and members of the National Association of Civilian Oversight of Law Enforcement (NACOLE).
Ensure transparency and involvement that provides the community access to the research and recommendation process.
Work closely with the Commission’s Performance Auditor to use research methods and qualitative and quantitative analysis when developing policy recommendations.
Provide guidance and advice to Executive Director and Commission regarding findings and recommendations for the Commission to consider prior to finalizing its recommendations.
Track the response and implementation of the Commission’s policy recommendations and publish on the Commission’s website.
Minimum Qualifications:
Bachelor’s Degree in public policy, criminal justice, civil and human rights, or a related field, and
Three (3) years of professional experience in a field related to the job, including one (1) year in conducting and presenting complex legal and policy research and recommendations.
Any combination of education and experience that demonstrates these qualifications may be qualifying.
Desirable Qualifications: The ideal candidate will possess the following qualifications:
Demonstrated experience conducting legal research and analysis involving case law, statutes, and local laws to inform recommendations.
Skilled use of mixed methods of research design and data presentation.
Experience working in civilian oversight of law enforcement or public safety policy work.
Experience working on cross-functional teams to development policy projects.
Previous experience developing, implementing, and reporting on policy projects.
Experience with establishing project schedules using project planning software/tools, update and maintain project status reports, and communicate project/process status.
Facilitation skills to document meetings, action items, and processes.

The OCPP is a City department that provides staff to support the work of the Commission on Police Practices.
The purpose of the Commission is to provide an independent investigation of officer-involved shootings, in-custody deaths and deaths resulting from interaction with a police officer, and other significant incidents, as well as to provide an unbiased evaluation of complaints against the SDPD and its personnel in a process that is transparent and accountable to the community. The Commission may also evaluate and review SDPD policies, practices, training, and protocols, and represent the community in making recommendations for changes. The mission of the Commission is to hold law enforcement accountable to the community and to increase community trust in law enforcement, resulting in increased safety for both the community and law enforcement.
