Works on complex procurement assignments where analysis of situations or data requires a review of multiple purchasing options. Authority to make purchases within broadly defined dollar limit. Normally receives little instruction on day-to-day work, with general direction provided on purchasing assignments that are more complex or unique in nature. Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures to resolve a wide range of issues. Perform short- and long-term planning for the department. Provides guidance to HR Business Services team. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Involves acquisition of goods and services including equipment acquisition, contracting for professional services, business contracts, maintenance services, consulting and personal services. General management activities include long and short range strategic procurement planning and partnership with all of HR Teams.

Thorough knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees.

Bachelor's degree in related area and / or equivalent experience / training.
3 years related experience or equivalent combination of education, training and experience.
Thorough knowledge of industry practices and organizational rules and regulations, processes, protocols and procedures for procurement and purchasing.
Ability to use discretion and maintain confidentiality.
Strong skills in short-term planning, analysis, problem-solving, and customer service.
Strong project management abilities to lead complex purchasing projects.
Advanced ability to develop sophisticated spreadsheets to support business services analysis.
