The County of San Diego's Public Health Services Department is seeking qualified individuals for:
Operations Research Analyst
Interviews for Public Health Services will take place week of August 19, 2024.
Job offer for the selected candidate will be made no later than September 6, 2024.
This position is eligible for placement at Step 1, $81,806.40 annually. County employees are subject to the County Promotion Rule for Step Placement in Accordance with Compensation Ordinance 1.3.5.
Operations Research Analysts assist higher level management with researching, formulating, and analyzing economic, mathematical and statistical data to forecast trends and evaluate current processes.
Under general direction, incumbents apply advanced methods, such as mathematical modeling and predictive analysis, to analyze complex data and to formulate hypotheses and recommendations on a multitude of variables including data on demographics, economics, legislative impacts, and statistics. Incumbents utilize the latest analytical methods and tools from mathematics, science, and engineering that involve having knowledge of mathematical statistical methodology, queuing theory, analysis, and predictive analysis.

The ideal candidate for Operations Research Analyst will possess the following experience, attributes, and traits:
- Demonstrate proven experience in data analysis, data modeling, and data visualization
- Ability to manipulate data sets into manageable and understandable reports
- Demonstrate a high degree of motivation
- Demonstrate a strong willingness to continually learn and grow professionally
- Maintain a professional perspective and objective demeanor when varied situations occur
- Ability to filter through information from reliable sources and develop creative ways to provide the information in easy-to-understand formats
- Ability to perform cost analyses and/or program evaluation/operation analyses
- Review and handle unfamiliar data associated with land development projects, policies, and initiatives that require collaboration with multiple business units
- Communicate effectively in verbal and written form
- Learn and understand the perspectives of others, and embrace diversity and inclusiveness
- Demonstrate good interpersonal and teamwork skills, including building relationships and collaborating with others, and problem-solving

Hiring Timeline & Dates
The timeline for this recruitment is outlined below. - Job Offer and Background Process begins following the completion of the interviews. Note: Current County employees may be excluded from additional background screening.
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date

Minimum Qualifications- A bachelor's degree or higher from an accredited U.S. college or university, or a certified foreign studies equivalency; in mathematics, management science, operations research, industrial engineering, or a related area. Completed coursework must have included an internship or research project involving statistical analysis and the application of statistical computer programs; AND,
- One year of experience performing analytical studies that involve utilizing advanced methodologies and technologies to formulate mathematical and/or simulation models of test problems, relating test constants, restrictions, constraints, assumptions, and numerical parameters.

Evaluation
Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information provided on the employment application and supplemental application questionnaire.
