San Mateo County Health is seeking a well-qualified individual for the position of Social Worker III with Aging & Adult Services’ Hotline. Spanish/Cantonese/Mandarin-speaking is preferred.
Social Workers provide a wide variety of welfare services such as information and referral, protective services, out-of-home services, health-related services, core services, and other services within the Health System and Human Services Agency.
This current regular, full-time, vacancy is at the Aging & Adult Services’ (AAS) Hotline within the Centralized Intake Unit located in San Mateo.
The AAS Hotline, 1-844-868-0938 & 1-800-675-8437, is the San Mateo County’s 24-hour information and urgent response line. Social Workers at the Hotline help seniors, people with disabilities, dependent adults, and family members access the services and resources. The Hotline is the main entry point for services provided by Aging & Adult Services. They also answer questions about a wide variety of services available through County and in the community by phone as well as in-person when people seek services at the office.
As an adjunct to APS, the Hotline social workers will respond to urgent APS/ EDAPT referrals, assess and arrange emergency services such as shelter, food, and personal care to address immediate concerns, until a long-term care plan can be developed.
Note:
This position receives a 5% differential for performing adult protective services.
The HotlineSocial Worker III will:
answer incoming Hotline calls and conduct telephone screening/assessment of the caller’s concerns.
provide information and referral services.
provide telephone consultation for AAS’ two protective services programs - Adult Protective Services (APS) and The Elder and Dependent Adult Protection Team - (EDAPT) and all other AAS programs: Conservatorship Investigations, In-Home Supportive Services (IHSS), Multipurpose Senior Services (MSSP), Partners for Independence (PFI), Linkages, The Commissions and Provider Services Unit (CPSU) Public Administration, Public Guardian (PG) and Public Authority.
accept referrals for APS/EDAPT, IHSS, MSSP, PFI, and Linkages and any other AAS programs.
complete necessary state mandated forms and documentations.
respond to the field as needed to provide further assessment of situations which APS/EDAPT issues may not be clear.
respond to the field to address the emergent needs of elders/dependent adults who are need of tangible resources.
meet with families/clients/San Mateo County residents who come directly to the office looking for resources/services.
assist with processing US citizens who are repatriated to the US at the airport.
conduct visits to community agencies to provide education/ information on Aging and Adult Services, on an as needed basis.
triage calls for San Mateo County Aging & Disability Resource Connection “ARDC”.
The ideal candidate will possess the following:
Master's degree in Social Work.
Superior public relation skills to manage incoming calls from the public.
Excellent verbal and written communication skills.
Familiarity with AAS programs and services.
Familiarity with resources in San Mateo County.
Ability to perform basic computer skills and knowledge of database systems.
Crisis intervention and de-escalation skills.
Ability to conduct and assess needs over the phone.
Short-term counseling skills.
Ability to discern level of case acuity.
Ability to multitask, work in a fast-paced environment, and be flexible to programmatic changes.
Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies. Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.
Examples Of Duties
Duties may include, but are not limited to, the following:
Provide intensive, highly skilled casework services with patients or clients and their relatives.
Interview clients or patients and evaluate problems presented.
Prepare and implement comprehensive treatment or care plans.
Consult and cooperate with other divisions of the department and with community agencies and groups in carrying out treatment plans.
Prepare social histories with emphasis upon psycho-social factors affecting patients or clients.
Assist in development of community resources when necessary to carry out treatment plans.
Provide therapeutic and/or protective services to patients, clients, and community groups in individual or group situations.
Interpret programs and consult with individuals and various community groups to provide a better understanding of social aspects of environmental, emotional and physical problems and appropriate methods of alleviating them.
Assist in the development of training for other staff.
Interpret the rules, regulations and policies of the department to clients and applicants.
May serve as lead supervisor.
Prepare and maintain casework records, reports, and relevant correspondence.
Perform related duties as assigned.
Qualifications
Licensure/Certification:
California class C driver license or equivalent.
Education:
Satisfactory completion of 36 semester units of Social Welfare and/or appropriate behavioral science courses.
Experience:
Three years' experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.
Substitution: Possession of a Master's Degree in Social Work from an accredited school of Social Work and two years' experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.
Knowledge of:
Theories of human behavior and their practical applications.
Psycho-social, medical, and economic interrelationships that result in individual and social abnormalities.
Philosophy and function of social work systems.
Appropriate utilization of a variety of social resources.
Laws, rules and regulations governing the operation of social work agencies, specifically those relating to the specific areas of assignment.
Skill/Ability to:
Formulating, developing and implementing treatment plans.
Working effectively with persons differing in value systems, ethnicity, cultural backgrounds and psychopathologies.
Working with a variety of social resources to plan and coordinate services to individual clients.
Acting as a consultant and trainer to other social service staff.
Preparing clear and concise reports.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.
