This professional position manages and creates marketing, communication, and outreach strategies for the Frederick County Division of Parks and Recreation (FCPR). The position is responsible for ensuring accurate and up-to-date information is available for FCPR via social media, email newsletters, websites, and other media platforms. As part of FCPR’s marketing team, the Communications Manager leads both the print and digital marketing activities and collaborates with FCPR departments and staff to tell FCPR’s story and promote and strengthen its reputation in the community with innovative, engaging online & offline content, conducting outreach, and outstanding customer service. Supervision is received from the Administration and Planning Superintendent.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Develop communication and public relations strategies to achieve FCPR mission
Manage social media marketing campaigns and lead digital marketing initiatives to increase engagement ; author and edit website and social media content, ensuring accuracy and alignment with County Government and Parks branding guidelines
Manage FCPR print and digital media platforms, including Recreater brochures, website, and social media channels; utilize software to maintain and update
Develop and execute communication strategies aligned with FCPR’s goals and objectives; evaluate marketing initiatives and provide recommendations for improvement based on analytics and feedback; design and develop the Division’s 4-year strategic work plan booklet.
Design, develop, and distribute surveys to gather insights on FCPR programs and services; Analyze data to inform marketing strategies and improve customer experience
Develop a comprehensive understanding of FCPR’s brand standards and marketing policies; ensure adherence to brand identity across all platforms and content
Collaborate with Recreation staff to identify, create, and maintain content for FCPR programs, camps, events, and activities. Coordinate with other departments to integrate marketing activities seamlessly
Oversee and monitor social media and customer inquiries, responding promptly and professionally; collect, analyze, and report key statistical program tracking specifics to evaluate marketing outcomes
Collaborate with other Parks and Recreation teams and/or departments to plan and implement marketing events and digital projects; assist in developing training materials for staff and customers
Serve as a PIO liaison to the Office of Communications and Public Engagement and attend meetings, coordinate press releases and media advisories with Office of Communications and Public Engagement
Develop articles, press releases, quarterly/annual reports, and newsletters for various audiences, ensuring County and Parks branding guidelines, and accuracy Develop marketing materials; create .p original content for both print and digital platforms, ensuring consistency with brand guidelines
Manage budgets associated with FCPR marketing activities; design and purchase marketing materials for promotional purposes; manage and use the P-card consistent with Frederick County's financial, accounting, and procurement policies
Create and distribute bulletin board content in various parks and recreation facilities
Coordinate with the county resources (Channel 19, video services, etc.) for TV and video programming
Represent FCPR at county and community meetings and outreach events to promote FCPR programs, amenities, and opportunities
Drive county vehicles to county parks and outreach events as needed
As needed, serve as divisions Public Information Officer; establish and maintain media contacts
Perform other duties as assigned.

QUALIFICATIONS AND REQUIREMENTS

Bachelor’s degree
Minimum 5 years of communications, marketing, or public relations work experience
Intermediate skills in MS Office Suite
Possession of a valid automobile operator's license

KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Strong and effective spoken and written (English) communication, including the ability to summarize complex information in written form while maintaining consistent messaging
Proficiency in Microsoft applications, including Word, Excel, PowerPoint, Teams, and Outlook
Proficiency in graphics software such as Adobe Creative Suites
Considerable knowledge of the principles, practices, and methods of public relations writing and media relations, marketing, and graphic arts
Considerable knowledge of the resources and services provided by Frederick County Parks and Recreation, and the organization Frederick County Government
Considerable knowledge of current communications technologies appropriate for the dissemination of information; graphic arts; and video and television, radio and publication related standards, social media, tools, and techniques
Competence in managing social media accounts and engaging constituents appropriately
Ability to manage strategies to inform all division activities to residents, media, and others
Ability to produce informative and interesting new releases, special articles, reports, and other materials
Ability to work independently, and complete assigned duties on deadline with minimal supervision
Ability to solve problems and to develop solutions and strategies
Ability to effectively multitask and organize work, establish priorities, make decisions, and complete assigned duties with minimum supervision
Ability to effectively access and utilize computerized systems and the internet
Considerable knowledge of computer applications including word processing, graphic design, spreadsheets, databases, geographic information systems, and presentation software

PREFERENCE MAY BE GIVEN FOR:
Degree in Marketing, Communication, Public Relations, Business or related field
Experience with CivicPlus or similar website content management system
Experience with Parks and Recreation, including ActiveNet or similar recreation management systems
Experience with using digital editing software for graphics, text, and/or video
