The Pennsylvania Liquor Control Board (PLCB) is seeking a highly motivated IT professional to provide independent analysis, design, planning, development, testing, maintenance, and documentation of significant components of the PLCB’s ERP system (CFIN and MFCS). DESCRIPTION OF WORK
As an Applications Developer 2, you will plan, coordinate, and/or perform a broad range of complex and highly technical support activities that involve interaction with other Project Team staff, as well as the PLCB POS Team, Chief of Financial Operations, Office of the Budget Comptroller Operations, the Treasury Department, and financial institutions with whom the PLCB does funds management. You will be responsible for establishing and prioritizing work assignments and for implementing controls and procedures to ensure responsibilities, goals, and objectives are performed in the most efficient, effective, and economic manner. You will have the opportunity to serve as point of contact for Retail Sales Audit (RESA), Cash Management (CM), Accounts Receivable (AR), and General Ledger (GL).Over the next three years the agency will be transforming the business by moving to the latest version of the Oracle applications in the cloud. This is a unique opportunity to support the current applications while transforming to the new Oracle cloud applications!

Work Schedule and Additional Information:
Full-time employment
Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
Overtime required as necessary.
Telework: You may have the opportunity to work from home (telework) full-time, with the exception of reporting to the Northwest Office Building on the day before board meetings once every two to three weeks, and as operational needs dictate. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
Salary:In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
One year as an Applications Developer 1 or Computer Programmer 3; or
Four years of information technology experience that includes two years of experience in applications development or applications maintenance; or
Two years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; or
A bachelor's degree in any information technology field.
Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.

Legal Requirements:
You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding. If no applicable union-covered bidders apply, other applicants may be considered.
