JOB SUMMARY: The position oversees Contract Services operations (currently including Janitorial and Unarmed Security) to maintain and develop opportunities for growth within the scope of our mission. Develops, implements, and evaluates all strategic, financial, management and policy matters in the Contract Services business in accordance with organizational objectives.
Position is supervisory and leads a large team of employees with 2 direct reports.
ESSENTIAL JOB FUNCTIONS:
1. Provides servant leadership and strategic direction and expertise in furthering the agencys mission and goals in the Contract Services division and throughout the organization. Lives and promotes an employee first culture.
2. Working knowledge and expertise in either or both Janitorial and Unarmed Security services.
3. Directs the Contract Services programs in a manner which:
Supports GICOs mission in the community and among Goodwill clients in a manner that supports the organizations overall goals and objectives.
Ensures excellence in the delivery of contract services.
Ensures appropriate practices and documentation are maintained to assure compliance and minimize agency liability.
Possesses a working knowledge of government rules and regulations regarding compliance and contract acquisition and execution.
Engages in the strategic planning objectives for contract operations growth and the agency as a whole.
Actively participates in Leadership meetings.
4. Plans, directs, develops, and oversees the organizations contracts and business programs (excluding Donated Goods) to achieve planned operational goals.
Responsible for pricing and negotiating of all contracts in a timely manner.
Responsible for research, analysis of request for proposals to continue the growth of the contracts programs for the organization.
Analyzes department operational procedures to identify efficiencies and increase productivity as a standard of operation.
Develops and monitors the financial and operational budgets for Contract programs to assure effective, efficient and achievement of organizational goals and objectives.
Maintains an acceptable expense/revenue ratio to achieve maximum revenue and makes recommendations where appropriate.
Ensures that all work is performed within the scope of each sites respective contract.
Acts as a liaison between GICO and contract customers.
Ensures State Contract Compliance Ratio meets or exceeds requirement.
5. Provides effective strategic leadership and direction to employees. Executes management, supervision, and leadership for business contract services in the form of clear communication of goals and objectives of the organization.
Regularly visit sites to evaluate productivity, appearance, supply inventory, equipment, and service.
Responsible for contract sites following financial, compliance, risk management, accreditation standards and safety procedures.
Coaches and mentors subordinates in completing objectives for their respective areas of responsibility.
Ensures recruitment, hiring, retention and training of management staff is successfully conducted for the business operations.
Conducts meetings with subordinates on a regular basis to assure consistency of operations.
Enforces compliance with GICOs Safety Program.
Maintains open communication with subordinates and provides motivational leadership.
6. Contributes to the overall effectiveness of GICO by completing all other tasks as assigned.
MINIMUM QUALIFICATIONS FOR CONSIDERATION:
Degree in Business Administration preferred. A combination of education and experience may be substituted for required education.
Minimum of seven years contract management experience.
Knowledge of principles and processes involved in business and organizational planning, coordination, and execution.
Demonstrated experience with creating and executing strategic planning.
Exceptional analytical judgment and decision-making skills; oral and written communication skills; financial management skills; systems analysis and evaluation skills.
Must pass MVR, must have a valid Oklahoma driver license and current insurance.
Must pass drug and background screening to include OSBI.

PHYSICAL REQUIRMENT:
Employee is required to walk, bend, stoop, and stand a significant degree while visiting contract locations.
Moderate lifting up to 25 lbs. with occasional lifting and/or carrying objects.
Frequent use of computer keyboard and telephone.
Good finger dexterity and feeling; talking, hearing, smelling and visual acuity.
WORKING CONDITIONS:
Work in climate-controlled atmosphere majority of time.
Employee is occasionally exposed to dusts and dirt.
Noise level in the work environment is usually moderate.
Travel may be required.
