The Senior Capital Projects Manager, under the direction of the Deputy Director of Facilities in the Public Works Department or their designee, oversees the County's Capital Program, program budgets, project management, and IWMS Program and is responsible for maintaining the County's long-range capital construction program and tenant improvements. This position facilitates the coordination of the Facilities Condition Index System (FCIS) Database.
This management position is expected to schedule and budget the most complex capital projects as well as take the lead on the County's multi-discipline projects and be adept at planning and developing construction programs including needs assessments, cost analyses, budgets, schedules, project management plans, consultant requirements, preparation and review of construction documents and reports for the development and alteration of County facilities. The incumbent will have an extensive construction management background and a comprehensive understanding of construction techniques and materials.
Ideal Candidate The ideal candidate for this position will have a degree in Architectural Design, Architectural Engineering, Construction Management, or a closely related field, plus more than five years of experience in project development and management ranging in value of up to 100 million, including contract negotiation, cost estimation, budget preparation and control, project scheduling, construction administration, and providing supervision and direction to staff.
More specifically, the ideal candidate will have:
Experience supervising a team of project managers.
Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
Experience supervising and managing a large number of multi-discipline projects.
Experience managing enterprise funds, including setting billing rates.
Excellent analytical and report writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
Strong organization and coordination skills to maintain a large number of projects simultaneously.
Proficiency in the use of MS Project, Excel, word processing, and project management programs.
Strong interpersonal skills and ability to establish and maintain effective working relationships with clients and co-workers.
Effective communication skills, both orally and in writing.

Examples Of Duties
Duties may include, but are not limited to, the following:
Manage the most difficult and/or complex capital projects from program planning through final acceptance of construction and warranty period.
Initiate the preparation of and present feasibility studies, complex cost estimates, schedules and programs for the development of new county facilities and the alteration of existing facilities.
Research and plan the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
Prepare and manage requests for proposals for various consultants and participate in their selection.
Manage the budgetary aspects of capital projects including analyzing, projecting and recommending fiscal expenditures; obtaining fiscal approval when required; and verifying, monitoring and processing fiscal/budgetary matters at various phases.
Manage the preparation and approval of pre architectural work to include programming and conceptual design by consultants and county staff for large and/or complex construction projects.
Manage schematic design, design development and contract documents to meet users' needs, budgets and schedules.
Conduct on-site visits to observe and approve work.
Prepare and process Board of Supervisors transmittals.
Represent the department at townhall, community and commission meetings; make presentations at public hearings; and conduct community outreach as necessary.
Manage the bid and award process, including solicitation and evaluation of bids, and Board of Supervisors approvals.
Administer construction contracts, including inspection work, contract revisions, submittals, payments, schedules, budgets and project closeouts.
Manage permit applications, resolve claims and disputes, and file notices.
Act as coordinating liaison with county officials, consultants, contractors, architects, engineers, outside agencies and the public regarding capital improvement projects.
May provide project direction to Capital Projects Managers.
Some position may supervise other Capital Projects Managers including setting work priorities and monitor activities of assigned staff; evaluating operations and recommend improvements; planning, scheduling, assigning and monitoring work of assigned staff; supporting, assisting, and guiding staff in difficult situations including contact with upset customers and escalated customer issues; evaluating employee performance, counseling employees and recommending initial corrective action and other personnel decisions for management approval.

Education and Experience:
Any combination of education and experience, provided the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
Education: Graduation from an accredited college or university with a major in Architectural Design, Architectural Engineering, Construction Management or a closely related field.
Experience: Five years as a project manager of large capital projects which resulted in the completion of buildings or structures and which included three years of providing direction or supervision to professionals.
