The City of Oxnard's Cultural and Community Services Department is seeking a Youth and Adult Sports Supervisor to join the Cultural and Recreation Services team. The ideal candidates will have a comprehensive understanding of recreation and community services with specific experience in running and implementing diverse sports programs for both youth and adults. The ideal candidate should also have have knowledge in project and contract management while building partnerships within the community.

WHAT YOU'LL DO:

• Provide management for recreational youth and adult sports.

• Current Cultural and Recreation Services supervisors provide supervision to a minimum of two or more full time professional level managers, along with overseeing full time specialists and extra help staff.
• Mentor staff and participants. Leading by working alongside staff and programs to ensure proper implementation of programs. Developing staff as leaders within the community and the department.

• Collaborate with the Recreation Supervisor team. Partner to support and execute division-wide goals, initiatives, programs, and events.

• Liaison between Recreation, local school districts, and other community partners participating in Recreation Sports Leagues as needed.

• Support Recreation Analyst staff in creating, planning, scheduling, marketing, and implementing successful sports and physical movement programming for the Oxnard community.

• Bridge Recreation Sports programs with other CCS department programs and goals.

PAYROLL TITLE: Cultural and Recreation Services Supervisor

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

• Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.

• Plans, oversees and implements recreation programs and related activities, resources, events and service offerings.

• Meets and collaborates with community groups and representatives to evaluate program and service needs and existing program offerings; identifies new program opportunities, improvements and enhancements to meet community needs.

• Supervises and participates in the design, preparation and distribution of marketing and outreach materials and press releases; serves as a media representative in the promotion and communication of available programs and services.

• Evaluates programs, services and program content; makes recommendations related to program objectives, policies and procedures for quality assurance and overall effectiveness; plans and manages special projects.

• Prepares and submits reports, correspondence, and related program documentation; gathers statistics and financial data; assists in preparing grant documentation; participates in the development and monitoring of assigned budget.

• Prepares and leads public-facing professional presentations to City leadership and
  community partners. Attends and represents the Department, Division, and individual
  programs in community and leadership meetings and events.

• Participates and leads professional development opportunities for permanent staff, part-time extra help staff, and volunteers alike. This position attends occasional professional development training and conferences, may require out of town or out of state travel.

• Performs other duties of a similar nature and level as assigned.

The following are the minimum qualifications necessary for entry into the classification:

EDUCATION:

• Bachelor's degree in parks and recreation, human services, business, public administration, or related field.

EXPERIENCE:

• Five (5) years of professional recreational programming
• Two (2) years of supervisory experience

LICENSING/CERTIFICATIONS:

• Valid California Class C Driver's License with a satisfactory driving record

UNION MEMBERSHIP: Positions in this classification are represented by the Oxnard Mid-Managers Association (OMMA).

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
