The County of San Diego is currently seeking qualified candidates for
EMERGENCY MEDICAL SERVICES SPECIALIST

Emergency Medical Services (EMS) Specialists in the Public Health Preparedness and Response (PHPR) Branch within Public Health Services, collaborate with internal and external partners in disaster response, as well as conduct preparedness planning and exercises within the medical/healthcare space.
The EMS Specialist is responsible for designing and leading healthcare related disaster exercises, policy development and upkeep, and serving as staff in the County’s Emergency Operations Center (OES) or Medical Operations Center (MOC) in times of disasters. Job duties range from time-sensitive public health incidents to longer term planning projects with multiple stakeholders such as emergency preparedness policy and plan development.
This class is found in the Health and Human Services Agency (HHSA), PHPR department and differs from the next higher-level class, Coordinator, Emergency Medical Services, in that the latter provides overall coordination for exercises and response as well as serving as a supervisor. The current vacancies are in the Public Health Preparedness and Response (PHPR) division within our Public Health Services department; however, the list established from this recruitment may be used to fill future vacancies in other departments.

QUALITY CANDIDATE
A highly qualified candidate will have previous experience in the following: disaster planning, Homeland Security Exercise and Evaluation Program (HSEEP) training, work as an EMT/Paramedic/EMT Instructor, one or more years of experience in exercise design, and have taken FEMA Incident Command System 300 & 400 training.
HIRING TIMELINE AND DATES
The timeline for this recruitment is outlined below.
- Job Offer and Background Process begins week of August 23, 2024. Note: Current County employees may be excluded from additional background screening.
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date

MINIMUM QUALIFICATIONS:- A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in nursing, public health education or a closely related field and one (1) year of experience in an emergency medical service setting; OR,
- At least three (3) years performing the duties of an Emergency Medical Services Specialist in another jurisdiction; OR,
- Three (3) years as a practicing Emergency Medical Technician, Paramedic, or Emergency Medical Technician instructor.

CONDITION OF EMPLOYMENT
As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.
EVALUATION
Qualified candidates will be placed on a six (6) month employment list based on scores received during the evaluation contained on their employment and supplemental applications.
