Application Process
A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate will be required to successfully pass a Live Scan fingerprint background check and reference check. Depending on the position, as a condition of employment, the selected candidate may also be required to pass a physical exam including a drug screen and a federal background check to gain access to military and police facilities and systems. The Human Resources Department reserves the right to make changes to components of the examination process.

Candidates who successfully complete all phases of this recruitment process will be placed on an eligible list. The eligible list is active for 12-months and may be used to fill additional positions including lower-level positions, regular part-time, and part-time temporary seasonal, determined to have similar duties and requirements.

SUMMARY: Under direction, to control and monitor the parking of motor vehicles through an automated system or in person; enforce parking regulations; provide security; provide excellent customer service; and to do related work as required. The Parking Services Representative may be assigned to the command center or in the field.

DISTINGUISHING CHARACTERISTICS: The Parking Services Representative works under general direction of the Parking Services Coordinator and may receive direction from other Senior positions in the division. It differs from the Parking Services Specialist in that the latter performs the most difficult Parking Services Representative duties and provides work direction and training. The Parking Services Representative exercises no supervision over subordinate staff

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

• Control and monitor the parking of motor vehicles on city wharves, parking lots and in parking structures through an automated system or in person.
• Use and troubleshoot an automated parking system to monitor parking facilities, respond to questions, and provide information to customers.
• Answer incoming calls from intercom in a timely and professional manner.
• Provide professional, caring, and timely customer service both verbally and in writing.
• Log and maintain accurate records in hard-copy and digital formats.
• Learn, explain and process City parking programs such as local programs, disabled placards, vouchers, and other similar programs.
• Monitor automated parking system occupancy data, parking radio traffic, and safety surveillance equipment.
• Report incidents and suspicious behavior and contact authorities when necessary.
• Patrol parking facilities in a thorough manner to provide security presence for the public and facility.
• Dispatch parking personnel and/or conduct equipment inspection and minor repair, safety and security inspections, customer service requests, and traffic control during high traffic volume occasions or events.
• May issue citations for violations of parking regulations.
• Maintain and complete necessary records in an automated system or in hard-copy. .
• Notify the police department of abandoned vehicles and law enforcement problems.
• May assist police with traffic control.
• Appear in court on challenged citations.
• Perform parking surveys as assigned.
• Monitor conditions and supplies in restrooms.
• Assist with litter cleaning in garage facilities; and other related duties as required.
• Must be available and willing to work on weekends, holidays, evenings, nights and at irregular hours.
• May assist in the training of fellow Parking Division staff.
• Other administrative duties as assigned.
• Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.
• Maintain confidentiality of work-related issues and City information.
• Perform other job-related duties within the scope of this job classification as assigned.

MINIMUM QUALIFICATIONS:
Education: Graduation from high school or GED equivalent.

Experience: One (1) year experience involving public contact.

An equivalent combination of education and experience may be considered.

LICENSE AND CERTIFICATION:

• Must possess a valid California Driver’s License upon time of appointment and be insurable with the City’s standard insurance rate, unless otherwise approved by appointing authority.

KNOWLEDGE AND SKILLS:

Knowledge of:

• Customer service best practices.
• De-escalation and conflict resolution tactics.
• Basic computer and automated database systems.

• Interpreting local and state laws pertaining to parking regulations.
• Dealing courteously with the general public.
• Reading and understanding departmental policies and rules, instructions and regulations.
• Operating a motor vehicle safely and according to traffic laws and established rules.
• Maintaining accurate records and preparing reports.
• Learning minor maintenance of parking control equipment.
• Standing or walking for extensive periods of time.
• Using two-way radio.
• Working alone, patrolling all areas of garage facilities at all hours of both day and night.

• Standing & Walking – Standing for extended periods of time and/or walking distances (1 or more miles).
• Sitting – Ability to work in a seated position at a computer station or parking booth for extended periods of time.
• Lifting - Ability to safely lift up to 30 pounds; use proper lifting techniques including bending at the knees.
• Climbing - Ability to ascend 10 ft. or more up ladder(s).
• Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as accurate field measuring; repair and calibration of instruments; computer keyboard; writing.
• Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen.
• Hearing and Speech – Ability to communicate in person, before groups and over the telephone.
• Mobility: Ability to operate a motor vehicle, and reach, push, pull, stoop, bend, and squat.
• Reflexes - Ability to quickly and automatically respond to emergency and safety situations.
