Citgo Petroleum Corporation is a United States-based refiner, transporter and marketer of transportation fuels, lubricants, petrochemicals and other industrial products. Headquartered in the Energy Corridor area of Houston, it is majority-owned by PDVSA, a state-owned company of the Venezuelan government. Citgo was founded by American businessman Henry L. Doherty as the Cities Service Co. in 1910. Doherty had already made a significant impact on the natural gas industry and wanted a holding company for the utility companies he was acquiring.
