AnOverview The Department of Transportation and Environmental Services (T&ES) is seeking a Fiscal Officer I who will perform analytical and evaluative work involving purchase card administration, reimbursement of grants, formulation of budget estimates, and exercising program controls over the obligation and expenditure of appropriated funds. The incumbent independently conceptualizes, organizes, and carries out most work assignments under minimal supervision. Special assignments are outlined by the supervisor in terms of the end product required. Written guidelines are available for use in most City/State financial management matters.
The Opportunity
Prepares projections of year-end expenses for the department’s operating and special revenue fund budgets, including meeting with department staff to discuss expenses and upcoming program needs.
Serves as department’s Purchase Card (PCard) Administrator, reviewing PCard reports for accuracy and verifying backup to ensure alignment with expenditures.
Utilizes the City’s Enterprise Resource Planning (ERP) system, Munis, to facilitate procurement and payment needs, in adherence to the Virginia Public Procurement (VPPA) Act.
Manages reimbursement billing to grantors, monitors receipt of Federal and State revenues, and ensures that funds collected align with projections in grant budgets.
Conducts spot check audits of the department’s general ledger in Munis based on existing quality parameters and reviews and approves fiscal actions in the financial management system.
Develops and maintains a system to track and manage grants applied for and awarded, ensuring compliance with grant requirements and preparation for audits.
Collaborates with Project Managers and Division Chiefs on the preparation of Operating and Capital budget documents, including drafting budget transfers and Capital allocation requests.
Facilitates grant closeouts and audits, working closely with the Accounting Department and departmental personnel, and develops Grant Standard Operating Procedures (SOPs) for adherence.
Meets regularly with Project Managers to discuss expenses, upcoming project or program needs, and creation of year-end projections.
Performs additional duties as required to support the department's financial management and grant administration needs.
TheIdealCandidate To qualify for this position, all candidates must possess a Bachelor’s Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively- responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
To be considered as an ideal candidate, one should also possess at least two (2) years’ experience dealing with grant reimbursements from state and federal agencies.

Minimum & Additional Requirements
Four-Year College Degree and completion of college-level courses in the principles and theories of accounting, budgeting, procurement, contracting, human resources management, training or related administrative management experience in the subject matter area; one year of experience in progressively-responsible positions involving public administration, including some experience in public financial planning and administration; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications
Bachelor's Degree in Public Finance, Policy Development, Urban Affairs, Accounting, and/or related field; three years of experience as a fiscal analyst, or in government budgeting, grants administration, policy analysis or related field; excellent verbal communication skills; ability to write clearly and meet deadlines under pressure.
