Fairfax County’s Wastewater Management Program is a nationally recognized Utility of the Future. Its wastewater treatment plant, the 67 MGD Noman M. Cole Pollution Control Plant, is a multi-year NACWA Platinum Award winning facility, which houses one of the most advanced wastewater treatment processes including primary, secondary and tertiary liquid treatment processes, reclaimed water and sophisticated biosolids management program including incineration.
The Noman M. Cole Jr pollution control plant is seeking an experienced engineer with a passion for the environment to manage environmental regulatory compliance program, support capital improvement program, and perform any other associated engineering or project management tasks assigned to ensure reliable regulatory compliance. Primarily responsible for the following tasks:
Managing regulatory compliance program which includes regulation monitoring, planning and implementing compliance strategies, regulatory reporting and records keeping for various environmental permits including, but not limited to, water, biosolids, air and stormwater.
Managing other facility programs, including, but not limited to, energy, sustainability, greenhouse gas emissions.
Managing capital improvement projects.
Performing other related tasks as assigned.

Employment Standards
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for “Any combination, experience, and training equivalent to”) Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.
CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.
Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS: The successful applicant must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; organized, and detail oriented as it relates to regulatory compliance with outstanding oral and written communications skills.
Other preferred qualifications include:
Three (3) years of experience ensuring compliance with and knowledge of the Clean Water Act and Clean Air Act and associated federal and state regulations as related to wastewater facilities, and
Eight (8) or more years of experience in process, operation, maintenance, or project management relating to large scale (>35 MGD) advanced wastewater treatment plants
PHYSICAL REQUIREMENTS: Ability to lift objects weighing 50 pounds. Ability to write, communicate and understand process inspections and evaluations made in the field. Must be able to walk, climb stairs and 28ft ladders. Understanding of Engineering analysis and perform PC work. All duties performed with or without reasonable accommodations.
SELECTION PROCEDURE: Panel interview and may include exercise.
BONUS ELIGIBILITY: Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
