The job of Senior Accounting Technician is done for the purpose/s of providing support to department activities with specific responsibility for performing a variety of complex accounting duties including: processing, recording, updating, and reconciling fiscal information in compliance with established policies; preparing and maintaining financial and statistical records; preparing reports and processing financial documents; analyzing expenditures against budgets; and providing instructions, recommendations, and/or accounting support to other personnel.
This job reports to designated administrator.
Essential Functions
Analyzes financial information for the purpose of identifying potential budget variances, compiling statistical information for director and assistant director, developing procedures, and conforming to established financial practices and regulatory requirements.
Assists in the preparation and monitoring of grant activities (e.g. projections and analysis of grant profitability, expenditures, invoicing, grants receivable system, budgets, accountant, etc.) for the purpose of ensuring allocations are accurate, revenues are recorded, expenses are within budget limits, and/or fiscal practices are followed.
Assists auditors for the purpose of providing supporting documentation and/or information on internal process that is required for audit.
Assumes office lead responsibilities, as needed, (e.g. training and providing guidance and assistance to other personnel and assigned staff, etc.) for the purpose of enhancing productivity of staff and ensuring necessary department/program outcomes are achieved.
Consults with employees, supervisors, administrators, and the public regarding general and specialized accounting policies, procedures, laws, codes, rules, and regulations for the purpose of ensuring program compliance with established requirements, securing general information, and/or responding to requests.
Coordinates purchases and procurements with requesting departments for the purpose of ensuring compliance with applicable statutes and regulations.
Maintains comprehensive and complicated accounting documents, files, and records (e.g. financial records, contracts, leases, agreements, etc.) for the purpose of ensuring the availability of documentation and compliance with established policies and regulatory guidelines.
Participates in unit meetings, in-service training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions as assigned.
Performs a wide variety of technical accounting duties (e.g. programs for financial compliance; financial control records, ledger systems, journals, or subsidiary ledgers; warrants, invoices, requisitions, purchasing orders, vouchers; specialized accounting duties for Medi-Cal financial summaries; reimbursements, contracts, and revisions, etc.) for the purpose of ensuring accuracy and timeliness in the preparation and maintenance of accounting, purchasing, budgetary, and fiscal records.
Prepares a wide variety of written materials and electronic financial information for the purpose of documenting activities, providing reference, conveying information, and complying with established financial, legal and/or administrative requirements.
Processes and maintains escrow accounts for contractors including holding funds in retention or in an escrow account for the purpose of ensuring compliance with established financial, legal, and/or administrative requirements.
Processes a wide variety of financial information for the purpose of updating and distributing information, authorizing for action, and/or complying with established accounting practices.
Reconciles a wide variety of financial data for the purpose of maintaining accurate account balances and ensuring compliance with established accounting practices.
Researches discrepancies of financial information and/or documentation (e.g. purchase orders, invoices, etc.) for the purpose of ensuring accuracy and adhering to established procedures prior to processing.
Responds to inquiries from a wide variety of sources (e.g. District employees, vendors, auditors, contractors, etc.) for the purpose of providing information, direction, and/or appropriate referrals.
Marginal Functions
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
INITIAL/MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE:
1. Bachelor's degree in a related field.
2. Two (2) years of increasingly responsible accounting experience, preferably in a school district.
KNOWLEDGE, SKILLS, ABILITIES AND WORKING CONDITIONS:
SKILLS are required to perform multiple, technical tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying district, state and federal policies and regulations; operating standard office equipment including pertinent software applications; performing accounting procedures; and preparing and maintaining accurate records.
KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: accounting/bookkeeping principles and budget processing, applicable Federal and State laws, policies, procedures, and regulations; Medi-Cal Administrative Activities Program; Transitional Partnership Program, and public contract codes.
ABILITY is required to schedule activities and/or meetings; gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships; maintaining confidentiality; setting priorities; meeting deadlines and schedules; working with detailed information; analyze situations accurately and adopt an effective course of action; and adapting to changing priorities.
Responsibility
Responsibilities include: working under limited supervision following standardized practices and/or methods; directing other persons within a small work unit; monitoring budget expenditures. Utilization of some resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization's services.
Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 90% sitting, 5% walking, and 5% standing. This job is performed in a generally clean and healthy environment.
