Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
The Government Affairs Department of the Los Angeles Homeless Services Authority advocates for effective policies and increased resources at the federal, state, and local levels and facilitates local policy and systems change efforts to reduce and end homelessness in Los Angeles. The Manager, County Legislative Affairs will report to the Associate Director for Legislative Affairs & Policy and be responsible for leading and coordinating the Los Angeles County legislative and policy priorities for LAHSA. The County Legislative Affairs & Policy Manager will oversee LAHSA's legislative and policy efforts at the county level. This role includes managing a policy analyst to proactively advance the organization's county-specific legislative agenda.

Essential Job Functions
Support the Associate Director of Legislative Affairs & Policy.
Manage and coordinate the work of staff to support LAHSA’s County legislative and policy agenda.
In coordination with the Associate Director of Legislative Affairs & Policy, prepare regular updates and reports to the LAHSA’s Executive Management team on County policy activities.
Coordinates and extends relationships with staff of elected officials of the County of Los Angeles in support of LAHSA priorities.
Works closely with public, private, and non-profit advocacy stakeholders to align and develop legislative priorities that advance LAHSA’s mission.
Develop and implement plans to regularly communicate with stakeholders throughout the Los Angeles Continuum of Care on LAHSA’s County legislative priorities and build coalitions to support LAHSA’s advocacy to County partners.
Work with the LAHSA Government Affairs and Public Relations Commission Committee and the LAHSA Executive Management team to develop an annual County legislative and policy agenda and systems to measure success in implementing and advancing LAHSA’s County agenda.
Present before the LAHSA Commission and related committees, community stakeholder convenings and in other public settings; embody the values of LAHSA in these external environments while aligning with latest agency talking points and messaging.
Obtain and evaluate relevant data, information, and perspectives from subject matter experts, interest groups, and other governmental agencies.
Work closely with various stakeholders to develop consensus and coordination on policy priorities and activities.
Identify, craft, execute and oversee policy campaigns and materials in support and promotion of LAHSA priorities.
Drive equity initiates forward with the County of Los Angeles.
Provide guidance and technical assistance to internal staff and external partners on policy, legislative, and budget issues impacting homelessness in the region.
Participate in a variety of committees and task forces; attend and participate in professional group meetings; stay informed about new trends and innovations in the field of relevant policy.
Identify and recommend opportunities for LAHSA appearances before public forums and conferences, as a means of advocating LAHSA policies.

Knowledge, Skills & Abilities
Demonstrated training and experience in facilitation and meeting management skills.
In-depth knowledge of homeless populations, systems and programs, including County policies, regulations and program guidelines.
Knowledge of complex, public systems of care for the homeless population.
Knowledge of relevant research on homelessness and evidence-based practices for homeless systems and interventions.
Experience and aptitude in interfacing with elected officials, elected office staff, and public agency program and management staff.
Problem solver and strong collaborator with exceptional interpersonal skills.
Proven ability to communicate with an array of different groups and teams.
Highly motivated self-starter and must enjoy a fast-paced environment.
Excellent and proven written and oral communication skills. Comfortable giving presentations and speaking publicly.
Flexible and creative team player who can juggle multiple tasks under pressure and sometimes with limited information.
Will be required to attend offsite meetings.
Training & Experience
Proven professional experience and educational background.
Schedule
The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA's business needs.
