Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the Unit Acquisitions Manager, the Unit Acquisitions Coordinator provides leadership and support to all Los Angeles Continuum of Care permanent housing programs that are tasked to secure permanent housing units. The Unit Acquisitions Coordinator is responsible for program guidance and coordination of LAHSA’s Housing Location and Resident and Property Support Services programs to ensure that services are being administered and coordinated effectively, efficiently, and ethically within and across all Service Planning Areas.
Working within the Permanent Housing Department, the Unit Acquisitions Coordinator will develop and implement best practices that support permanent housing programs to recruit and procure new landlords to connect their participants quickly and seamlessly to permanent housing units. The Coordinator will identify and address system-level housing gaps and needs, and work to align system opportunities and resources to achieve systems-level goals and success.
The Unit Acquisitions Coordinator represents LAHSA, the Coordinated Entry System, and LAHSA’s commitment to align and coordinate its resources and programs to ensure those experiencing homelessness are able to utilize CES housing resources to quickly return to stable and permanent housing.

Essential Job Functions
Work with interdepartmental staff to assess unit acquisitions work for all permanent housing programs, prioritize areas of technical assistance needed and identify resources for agency support.
Enhance service delivery through the provision of data-informed technical assistance and guidance to agencies.
Support the development and implementation of tools that will assist agencies to better track and provide unit acquisitions services to program participants. This will include guidance and training on developed new tools/forms including a focus on landlord recruitment practices, landlord support functions, efficient participant connections to developed or existing landlords, and prompt utilization of available units.
Coordinate and facilitate SPA Implementation Meetings with providers that will identify challenges and share best practices.
Develop and coordinate various landlord focus groups to ensure emerging landlord business models complement the Coordinated Entry System and existing program models.
Assist in the development of the Housing Location and Resident and Property Support Services program guides and the Scope of Required Services.
Develop working relationships with various stakeholders, community partners, housing authorities, property management companies and landlords.
Coordinate and support unit acquisitions work with various permanent housing programs, inclusive of housing navigation, time-limited and permanent subsidy housing programs.
Work in collaboration with other departments to ensure accurate and effective monitoring of programs, data collection, contract implementation, and outcomes.
Create, review and track performance improvement plans; coordinate with other departments to ensure issues and concerns that are raised are properly addressed.
Coordinate, facilitate, train, and support permanent housing providers who are engaged in unit acquisitions work in interpretation and implementation of LAHSA, ESG, CoC, any/all other funder mandated guidance/policy and procedure into their programming and service delivery.
Coordinate, facilitate, train, and support permanent housing providers engaged in unit acquisitions work in post-award activities, in conjunction with the systems components team, such as: new contract onboarding, new program kick-off, in understanding and programming Scopes of Required Services by providing resources, best practices, and Technical Assistance to providers to ensure contracting and programming requirements are met.
Work with agencies to resolve Monitoring findings, concerns, and grievances, as well as to improve provider programming and compliance measures to minimize/reduce findings, concerns and grievances.

Knowledge, Skills & Abilities
Experience in landlord recruitment, real estate transactions, real estate development, real estate finance, asset management, or property management strongly preferred.
Familiarity with CES and LAHSA funded programs, including best practices in homeless services program provision strongly preferred.
Experience with program development, implementation, and management preferred.
Familiarity and prior experience working with PATH LeaseUp preferred.
Demonstrated experience gathering, analyzing, and presenting data.
Ability to establish strength based and positive relationships to work cooperatively with individuals, groups and organization that are diverse in mission, composition, function, capacity, geographic location and sometimes with competing priorities.
Self-motivated to produce exceptional results, learn complex concepts and skills necessary to work towards a goal. ? Ability to learn and adapt to change, and ability to think critically and strategically.
Strong written, verbal and presentation communication skills.

Ability to articulate and connect intricate real estate and asset management concepts with the homeless rehousing system.
Strong advocacy skills to ensure individuals have access to Fair Housing Laws.
Training & Experience
A valid Driver’s License is required.
Proven professional experience and educational background.
Schedule
The Executive Director or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.
