Chief Innovation and Technology Officer
The City of Cleveland is hiring a senior leader to incorporate the next generation of technology and data analytics to advance a more modern City Hall. This Chief Innovation & Technology Officer (CITO) will play a pivotal role in developing the vision for the City to leverage technology and information to better serve our residents and to address some of Cleveland’s most complex challenges.
The CITO reports directly to the Mayor of the City of Cleveland through the Chief of Staff and is responsible for providing citywide technology and data vision and leadership. This position interacts with the Mayor's Office and all employees relating to Information Technology Systems (ITS), Urban Analytics and Innovation (UAI), and 311 and requests for city services (Resident Experience & Support, or RES). This is an at-will position that serves at the pleasure of the Mayor.
The CITO serves as the senior advisor to the Mayor on adoption of technology and data solutions that affect municipal services. The CITO works across departments and makes recommendations on implementations to modernize city processes and systems, minimize risk, and allow for the best return on investment. Responsibilities of the CITO are broad in scope and require a high degree of seasoned technical and administrative experience and discretion.
In this role, the CITO manages three teams: ITS, UAI, and RES. As such, this role is responsible for:
The development, execution, coordination, and modernization of technology and its deployment to transform the user experience for both municipal functions and the everyday resident experience.
The innovation and process improvement of City processes as well as modern data best practices.
The enhancement of quality of life for residents and visitors of the City of Cleveland by providing a centralized hub for prompt, transparent, and responsive customer service about municipal services.

Identifies and establishes long-term ITS and data needs and plans and develops strategies for developing systems and acquiring software and hardware necessary to meet those needs.
Continuously evaluates and updates systems and practices to keep the city up to modern standards and meet current demands.
Ensures that network, and data infrastructure adequately support the city’s computing, data processing, and communications needs.
Partners with and serves internal departmental “customers” to understand, weigh, and implement their unique IT and data needs in the context of the whole city and its holistic needs.
Develops the Innovation and Technology Department budgets.
Manages and directs ITS, UAI, and RES senior leaders.
Creates strategy to recruit top talent to the Department.
Builds awareness among employees of available resources and the role of technology, data, and innovation in the delivery of city services.
Oversees and coordinates all information technology functions and closely monitors system access and data, network, and cyber security.
Manages and monitors the organization’s data governance and management program.
Provides visionary leadership during the expansion of the RES team and services to improve resident interaction with the city.

Minimum Qualifications
Minimum Requirements
Bachelor's degree from an accredited college or university with focus in computer science, information technology, data analytics, or related field; master’s degree or higher is preferred.
Minimum of seven (7) years in ITS and/or data analytics.
Minimum of four (4) years of management at a mid to large-level organization, including demonstrated experience in a leadership position.
Strong understanding of technology and data use in a government context including most up-to-date practices and how they should be deployed.
Commitment to public and customer service.
Commitment to innovation and possesses an entrepreneurial spirit.
Dedicated to maintaining high ethical standards.
Demonstrated experience in developing and implementing systems across large organizations.
Supplemental Information
Preferred Expertise
Ten (10) or more years of increasingly responsible experience including significant executive-level responsibility for the management of people and the implementation of complex systems and programs.
Experience working in government, politics, or the non-profit/education arena.
Strong knowledge and familiarity with operating and capital budgets of similar scope and magnitude, funding sources, and strategic planning/initiatives.
Strong communicator; possess excellent speaking, listening, and writing skills.
Possesses exemplary leadership qualities, with expertise in leadership improvement, building effective teams, coaching, and ensuring professional growth for all its team members.
Demonstrates a sense of urgency and ability to work expeditiously in a deadline driven environment.
Understands how to use multiple sources of data to inform strategy.
Ability to build consensus among diverse stakeholders around a clear vision that is understood by those without technology literacy.

Compensation & Benefits The expected hiring range for this position is $160,000 to $185,000 DOQ. A generous benefit and retirement package is also offered by the city.
