Job Abstract

The Public Administrative Analyst will serve as the National Training and Data Collection Coordinator for the Centers on-going early childhood, population-level measurement efforts. Position will support Project Director in working with key local, state and national stakeholders to administer and use early childhood population measures such as the Early Development Instrument, the Middle Years Development Instrument and parent surveys to help build greater capacity within communities to improve local early childhood service and ecosystems. In this role, Analyst will develop and maintain strategic relationships with professionals from local governments, school districts, community organizations, cross-sector collaborative and foundations to support university-community collaborations.

Position specific duties include: 1) Work directly with community leads and school district staff to develop data collection plans and train teachers and other school personnel to collect data; 2) Coordinate and monitor data collection; 3) Upgrade national training processes, webinars, and materials; 4) Work with IT support staff to upgrade data collection information systems; 5) Serve as primary contact to local leads that are collecting data in order to coordinate technical assistance provided by other team members in the Center; 6) Coordinate regular shared learning meetings with participating community leads; 7) Maintain database of contacts and update materials on shared learning web platforms; 8) Manage and upload district profile and school roster data for transfer to Data Analyst staff; 9) Participate in preparation of data results for presentation in graphic and written form; 10) Provide technical assistance to communities to understand data results; and 11) Participate in the preparation of reports, publications and policy analyses.

Position requires some travel to local and out of state locations to provide on-site technical assistance and training.

*This is a full-time, 12 month contract position that may convert to career.

Pay Range: $24.28 - $48.04 Hourly

1. Required Skills, knowledge, and abilities:

a. Experience developing and delivering training and professional development activities for groups of practitioners or teachers.

b. Experience in presenting results and research findings to an audience consisting of various community stakeholders

c. Ability to compose and edit several different types of documents.

d. Strong writing skills to prepare reports, promotional materials and grant proposals.

e. Skill in exercising independent judgment and discretion in making decisions about research.

f. Ability to provide project support using ingenuity, resourcefulness and adaptability.

g. Ability to contribute original ideas.

h. Ability to work effectively with multiple project directors.

i. Strong organizational skills to manage complex and fast-paced study with frequent deadlines, precise scheduling and multiple priorities.

j. Experience communicating effectively and working with a variety of community partners, including administrators, practitioners, teachers, researchers, policymaker, and community representatives.

k. Excellent computer skills including Microsoft Office, Outlook, Excel, PubMed, ACCESS.

l. Ability to work independently and on a self-directed basis.

m. Skill in conducting literature searches

2. Preferred Skills, knowledge, and abilities:

a. Experience developing projects/programs that serve children and families.

b. Skill in STATA or equivalent data analysis software

c. Skill in digital media and web development software

d. Ability to work with multiple staff on complex projects.

e. Experience with coordination of multi-site data collection and data management

f. Demonstrated ability to develop questionnaires, and other data collection instruments.

g. Experience with writing grant applications

h. Master's in Education, Public Health, Social Science or related field.

i. Minimum of two years’ experience in coordinating culturally appropriate and responsive educational support for early childhood health and development programs amongst culturally diverse communities.
