JOB SUMMARY:
We are seeking a Head of Business Control Officer to support our branch servicing, lending, deposit & payment operations. The successful candidate will be responsible for establishing a proactive review strategy incorporating data analytics and lessons learned, leading a team of design & testing analysts driving automation for control oversight and processes. The BCO is a leader, change agent, and risk management and control expert. This Head BCO provides expert guidance on processes and control design, ensures effective assessment of risk across the transaction lifecycle, and supports operations interaction with 2nd LoD functions, including ERM and Compliance. The Head BCO drives continuous improvement to address risk and control considerations across the business vertical. The BCO may have 0-5 direct reports.
Qualified candidates should have broad applicable banking operations & technology experience including extensive knowledge and experience with payments, branch, deposit & loan operations, ledger systems, fraud management, and other applicable regulatory and compliance requirements.
PRINCIPAL DUTIES & RESPONSIBILITIES:
- Leads and provides expert guidance on assessment of processes and controls across the end-to-end transaction lifecycle for Manufacturers Bank.
- Proactively assessing threats, vulnerabilities, and the possibility of future incidents.
- Directs process re-engineering to improve efficiency and strengthen controls across MB.
- Coordinates vertical-level interactions with 2nd Line of Defense functions, Internal Audit, and Regulators pertaining to processes and controls, as well as coordination of risk appetite, limits and guidelines for vertical level; liaises between vertical and various control functions to execute on other risk assessments; supports subordinate BCOs in interaction with 2nd LOD, Internal Audit Department, and Regulators.
- Leads execution of risk management framework and related risk assessments of 1st LoD by
- subordinate BCOs, aggregates across MB, identifies and reports on new/emerging risks.
- Leads educational efforts for 1st LoD staff across the vertical to ensure awareness of and adherence to policies, standards, and procedures, disseminating best-practice guidance.
- Ensure that the Vertical is operating in compliance with applicable laws, rules, and regulations, provides oversight of processes designed to comply with the requirements.
- Develops vertical-specific policies and procedures & supports business units in the development of policies and procedures to enhance control environment.
- Oversee 1st LoD activities and assist specialized domain SMEs in the implementation of their programs within the vertical.
- Assess business-unit level key metrics to ensure operational effectiveness, establish and manage vertical-level metrics.
- Support vertical head in vertical strategy and product development through identification of risk & control considerations, as well as definition & operationalization of risk mitigants.
- Supervises business unit level BCO staff in their business unit level process & control-related objectives, including issue management & root cause analysis, as well as process & control assessments (e.g., RCSAs) and control testing.
- Ensure that risk management considerations are embedded in daily business vertical processes and business strategy.
- Produces or supervises production of management reporting and presents escalation items to Management committees.

Position Requirements |
JOB SPECIFICATIONS:
- Bachelor's Degree preferred in Business/Accounting/Finance or related discipline.
- Minimum of 10 + years of specialized experience in lending/commercial bank financial services, with 5+ years of management experience with issues management, risk management and control oversight, regulatory compliance and/or internal audit in a banking environment.
- Expert knowledge of process and control design, including process mapping and process reengineering
- Expert knowledge of risk assessment and issue management
- Expert knowledge of change management and continuous process improvement practices
- Expert knowledge of commercial banking and the supporting operations
- Executive-level leadership, communication, and strategy-development ability, inclusive of conflict resolution and project management abilities
- Proficiency with MS Suite of products (particularly Visio, Excel, Word, and Power Point) is required.
