ABOUT THE DISTRICT
The Los Angeles Community College District (LACCD) is the largest community college district in the United States and one of the largest in the world. Headed by a Chancellor and governed by an elected Board of Trustees, the Los Angeles Community College District (LACCD) is one of the nation’s largest community college districts serving the residents of more than 36 cities and communities in an almost 900-square mile area within Los Angeles County. An average of about 230,000 full- and part-time students per year are educated at LACCD, and LACCD is proud to be the leading educator of Latino and African American students in California. LACCD educates nearly twice as many Latino and African American students as all of the University of California campuses combined. Additionally, the District serves a substantial population of first-generation students, AB540 and undocumented students, students with disabilities, former foster care students and students who are either currently active in the military or military veterans, all of whom further enrich our vibrant community. LACCD also became a founding member of the California Community College Equity Leadership Alliance. Through this Alliance, the LACCD will deploy a framework for racial equity and social justice to make structural and permanent change to root out the ill effects of racism and bias from the classrooms and workplace and move forward towards a more socially and racially just academic environment.
ABOUT THE POSITION
PRIMARY FUNCTIONS
Reporting to the Deputy Chancellor, the Vice Chancellor for Educational Programs and Institutional Effectiveness is a member of the Chancellor’s Executive Leadership Team and is responsible for district level coordination of instructional and student services operations and policy, and oversight of the district’s strategic planning, institutional accountability and research functions. This is a permanent position open to internal and external applicants. The position is anticipated to start on or about 07/01/2023.
RESPONSIBILITIES
The Vice Chancellor for Educational Programs and Institutional Effectiveness:
1. Provides the Chancellor and the Chancellor’s Cabinet with information on instructional, student services, institutional planning, student success and equity initiatives and accreditation requiring coordinated district-wide forecasting and action.
2. Leads Districtwide enrollment management, including planning improvements, monitoring district and college trends, and providing regular advice to the district executive team, college presidents, and related governance and board committees. Serves as the District Chief Instructional Officer overseeing areas of Districtwide curriculum, adult education, career technical education initiatives, and liaises with the college instructional vice presidents.
3. Assures Districtwide enrollment plans are informed by the Student-Centered Funding Formula (SCFF) and assists in projecting SCFF revenue scenarios.
4. Serves as the District Chief Student Services Officer overseeing areas of student support services, and liaise with college student services vice presidents.
5. Directs the activities of the administrative staff responsible for operating the units within the Educational Support Services Division, including the offices of Curriculum Support, Attendance Accounting, Specially Funded Program and Categorical Program Support, and Student Success.
6. Oversees the development of responses to annual external audits, weekly student contact hours (WSCH), apportionment, accreditation, state reporting, and categorical and special funds accounting audits, and coordinates corrective actions recommended in those audits.
7. Represents the District in joint academic and student services initiatives with area K-12, college, philanthropic, non-profit and governmental agencies, and university partner institutions.
8. Coordinates, develops, and implements District Strategic Planning and accountability efforts and directs the activities of the administrative staff responsible for operating the District’s Office of Research and Planning.
9. Supports the accreditation efforts of the LACCD colleges by coordinating the efforts of college Administrative Liaison Officers and Faculty Chairs, and overseeing district-level accreditation responsibilities.
10. Ensures all SCFF elements are calculated and submitted through regular reporting, including the 320 reports.
11. Provides the District liaison to the Council of Academic Affairs (comprised of the colleges’ Vice Presidents of Academic Affairs), the Council of Student Services (comprised of the colleges’ Vice Presidents of Student Services), the District Planning Committee, and the District Research Committee.
12. Serves as liaison to Board subcommittees, as directed by the Chancellor, and work with committee chairpersons to organize committee agendas and presentations.
13. Serves as the District’s “custodian of records” for all student records and, when subpoenaed, testifies in court on the meaning and accuracy of those records.
14. Coordinates the assessment and development of divisional annual goals and objectives.
15. Recommends all staff personnel transactions in the area of responsibility.
16. Performs other duties as assigned within the scope of the position.
ENTRANCE QUALIFICATIONS
Applicants must meet minimum requirements as an administrator by:
· A master’s degree (doctorate preferred) from an accredited college or university,
· Five (5) years of full-time leadership experience reasonably related to the administrative assignment.
· A demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of district faculty, staff and students.
GENERAL REQUIREMENTS
Health: A medical certificate indicating fitness to engage in administrative work is required for new employees at the applicant’s expense after selection from an eligible list and prior to employment.
ELIGIBILITY REQUIREMENT COVID 19 VACCINATION
Pursuant to LACCD Board of Trustee's Policy 2900, all students and employees must be fully vaccinated and complete a baseline test or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees’ policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date.
DESIRABLE QUALIFICATIONS
1. Knowledge of administrative procedures and practices of community colleges, including a commitment to shared governance, consensus building, and a team approach to management.
2. Demonstrated knowledge and experience in working with diversity, equity, inclusion and access (DEIA) programs, services and initiatives.
3. Working knowledge of federal, state, and other statutes, policies and procedures related to the administration of college educational programs and student services.
4. Experience with accreditation, college strategic and educational planning and accountability efforts.
5. Demonstrated ability to set unit goals, monitor unit effectiveness, and manage administrative staff in the areas of attendance accounting, institutional research, curriculum development, student success, and specially funded and categorically funded programs.
6. Demonstrated ability to plan, establish, and manage the budget of an administrative office.
7. Knowledge of institutional and instructional practices for enhancing student success, enrollment management, and relations with external educational partners.
8. Excellent interpersonal, verbal and written communication skills.
9. Personal characteristics necessary for working with students, employees, and the public in an administrative capacity, including high ethical standards, stability, good judgment, tact and diplomacy, and the ability to cooperate with members of the college community and external partners.
SALARY
The current salary range is $231,579 - $286,886, annually. The selected candidate will be allocated within the salary range according to educational preparation and work experience. Benefits include 15.5 paid holidays annually, 15 – 24 paid vacation days annually depending on the length of District service, medical/hospital, dental and vision care plans, and a $50,000 group life insurance policy.
EVALUATION PROCESS:
1. A college search and interview committee will review all complete applications received. The committee screening will involve an evaluation of the candidate’s qualifications in the areas of training, experience, and personal fitness as determined from the application package.
2. Selected candidates will be invited for an interview following the committee screening.
3. Based upon the screening committee’s interview report, the Deputy Chancellor and the Chancellor will interview recommended finalists.
4. The Chancellor will recommend one candidate to the Board of Trustees for appointment.
