SUMMARY
The Justice, Care & Opportunities Department (JCOD) is hiring a temporary Staff Analyst to manage data collection, analysis, and reporting for programs serving Los Angeles County residents with justice involvement. JCOD seeks candidates with strong data management, analysis, and communication skills to lead the division’s work to assess program implementation and build capacity for data collection, data protections, and data-informed decision-making across JCOD programs. The Staff Analyst is a one-year contract position with potential for extension, contingent upon the availability of grant funds.
ESSENTIAL FUNCTIONS
JCOD is seeking candidates with experience or interest in criminal justice policy reform to conduct data analysis to support performance management of diversion and reentry programs; prepare reporting and publications to funders and other stakeholders; and to work with research partners to coordinate data collection required for program process and outcome evaluations.
- Collaborate with the JCOD Senior Managers, and Program Managers on the collection and analysis of client data for JCOD programs and services including diversion programs, intensive case management, employment, and education services.
- Prepare and present data visualizations for PowerPoint presentation slides and other publications and materials for diverse audiences, including funders, County partners, community members, and other justice system stakeholders.
- Write reports and memos synthesizing data trends and findings.
- Develop standardized baseline client descriptive data, performance metrics and outcomes across programs and create internal and external dashboards to report data.
- Restructure data files, perform data-cleaning operations, and perform various forms of statistical and data analysis.
- Prepare and submit regular data reporting required by local, state, and federal funders.
- Liaise with the JCOD IT and data partners to coordinate client tracking database needs and functionality.
- Create and pull reports from JCOD’s client tracking database to monitor program data quality and performance metrics and outcomes.
- Write technical memos that document data processing/cleaning decisions and summarize the quality of data.
- Support Program Managers with providing training and technical assistance to contracted community-based program providers on data collection, reporting, and sharing client data securely.
- Support Program Managers with collecting qualitative data on program implementation through planning and conducting surveys, program provider staff interviews, and client focus groups.
- Serve on evaluation project team to coordinate data acquisition with research partners and other County agency data contacts.
- Monitor public criminal justice data sources available for analysis and coordinate with research partners to prepare data required for program process and outcome evaluations.
- Monitor research and studies relevant to JCOD programs to inform program development and implementation.
REQUIRED QUALIFICATIONS & EXPERIENCE
Candidate Qualifications:
- At least five years of experience with data acquisition, processing, and analysis, with expertise in employing a data-driven approach to the management, assessment, and/or evaluation of human service programs.
- Experience using mixed methods (quantitative and qualitative data) to assess fidelity to program design and make recommendations for program improvement.
- Proficiency using Microsoft Excel to analyze and summarize data and PowerPoint to develop visualizations.
- Experience using Microsoft Power BI or similar software to develop data dashboards.
- Experience using databases to manage client data collection and developing reports to monitor data quality and program performance.
- A master’s degree, or a bachelor’s degree with relevant experience, in statistics, economics, public policy, sociology, computer programming, mathematics, or a related field is preferred.
- Familiarity with research on what works to reduce recidivism and improve health and economic outcomes for people impacted by the justice system is strongly preferred.
- Familiarity with the social services landscape of Los Angeles County and the service needs of the justice system impacted population is strongly preferred.
- Knowledge of R or similar statistical software or database language (e.g., SAS, STATA, SPSS, SQL, Python) is preferred but not required.

- Strong written and oral communication skills, including the ability to give presentations on data trends and findings to diverse audiences and stakeholders.
- Strong interpersonal skills, desire to work in a fast-paced and team-oriented environment, and ability to collaborate with many levels of a diverse staff as well as with external partners.
- Strong organizational skills, including an ability to handle multiple tasks simultaneously, pay attention to details, craft technical documentation, and meet deadlines.
- If applicable, ability to apply lived experience of justice involvement to inform analysis and design of client-centered programs and services.
