THE DEPARTMENT Our Engineering Department plays a pivotal role in realizing Western Water's vision of being the definitive leader in our industry, upholding the public trust through exceptional performance and customer-centricity. Composed of 21 talented professionals across three distinct sections (Capital Improvements, Regulatory Compliance, and Development Services), the department is responsible for overseeing infrastructure projects, ensuring regulatory adherence, and providing expert guidance to support optimal decision-making across the enterprise.
This single position classification is responsible for leading and managing programs and supervising staff engaged in Western Water's treatment, water distribution, wastewater collection, wastewater treatment, and recycled water distribution systems. The incumbent exercises significant authority and independence in implementing a broad range of professional engineering services and programs in coordination with other Western Water departments. Incumbents within the Principal Engineer classification report to the Deputy Director of Engineering and provides direction to Civil Engineer I/II and Senior Engineers or Construction Management and Capital Improvement Program staff.
Position Characteristics:
The Principal Engineer is responsible for managing projects and leading the team in Western Water's Capital Improvement Program (CIP) section of the Engineering Department throughout the entire life cycle of CIP projects. Duties as project manager are comprehensive including responsibilities for such tasks as preparing design and bid documents, securing necessary permits and approvals, preparing cost estimates, tracking project schedules and budgets, coordinating with other District departments, performing quality control and assurance, coordinating reviews by other District departments and outside agencies, communicating with the general public and elected officials, preparing reports and calculations, mentoring other staff, overseeing the bidding and award processes, and reviewing drawings. During the construction phase of a project, the Principal Engineer is responsible for overseeing and ensuring the project is completed in accordance with the approved plans and specifications. Assists the project managers as the Western Water representative for the project performing tasks such as ensuring and verifying compliance with the bid documents, ensuring compliance with the obtained permits and approvals, preparing cost estimates, tracking project schedules and budgets, coordinating with other Western Water departments, coordinating with outside agencies, performing construction inspections, communicating with the public and with elected officials, assisting with project public outreach, preparing reports and calculations, mentoring other staff, reviewing drawings, verifying quantities, reviewing pay applications, and negotiating change orders. Additionally, the Principal Engineer assists in the program planning and project development of utility-related projects in the Western Water's five-year Capital Improvement Facilities Plan (CIFP).
Key priorities for the Principal Engineer include:
Managing the execution of critical Capital Improvement Program projects to enhance the reliability, efficiency, and sustainability of Western's water/wastewater infrastructure with an annual budget of about $20 to $25 million.
Ensuring that Western Water complies with all laws and regulations to protect the environment.
Implementing best practices and innovative technology solutions to optimize department productivity and integration.
Mentoring and developing the leadership capabilities of assigned staff and high-potential individual contributors.
Modeling and cultivating a collaborative, customer-centric culture that embodies Western Water's values.

Required Qualifications:
Equivalent to Bachelor's Degree in Civil, Electrical, or Mechanical Engineering or related field.
Minimum seven (7) years of increasingly responsible experience in engineering activities of a large, complex water/wastewater system
Three (3) years is in a management capacity.
Exceptional written and verbal communication skills; comfortable presenting to diverse audiences.
Strong strategic thinking, problem-solving and analytical abilities.

Under general direction, the incumbent plans, organizes, directs and implements comprehensive strategies and programs for the operation of Western Water's engineering activities. The incumbent will provide highly responsible and complex support to the Deputy Director and Director of Engineering.
As an exempt position, the Principal Engineer is expected to work overtime, weekends, evenings and holidays as required to accommodate Western Water's needs, in addition to responding as a Disaster Emergency Service Worker.

Incumbents within the Principal Engineer classification may report to the Deputy Director and Director of Engineering and provide direction to professional Civil Engineers including Associate, Engineer I/II and Senior Engineers, Construction Management, Administration, and other staff as assigned.
