Examples of Duties
Under general supervision, oversees and performs advanced professional human resources administration work functioning as the Deputy Chief with the Office of Human Resources – Classification & Compensation Division.
Serves as Senior Specialist to several large County agencies, providing complete and accurate advice and information to employees, supervisors, and managers on a wide range of human resources policies and practices.
Oversees the FMLA leave administration process from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
Supervises, coordinates, and reviews the work of professional and support personnel engaged in human resources administration activities.
Manages all day to day activities of the office.
Oversees the compensation incentive programs including bonus award program and requests for Meritorious Increases. Reviews to ensure compliance with C&C regulations and processes the requests.
Maintains all compensation actions in Workday.
Manages the review and classification of jobs within the classified service including the reclassification of jobs through the Position Description Form (PDF) process.
Serves as the ADA Specialist for Baltimore County agencies. Works with employees to determine reasonable accommodations needed for professional success.
Records interactions with employees with disabilities and analyzes effectiveness of accommodations; compiles reports and analyzes data related to accommodations, compliance, and program effectiveness.
Maintains confidentiality of employee files, as applicable.
Reviews position descriptions, performs desk audits of positions, and recommends allocation of positions to appropriate classes.
Drafts new and revised class specifications.
Participates in high-level classification and compensation surveys.
Creates, modifies, and updates spreadsheets and other electronic media in order to help illustrate recommendations, trends, and a variety of market data.
Prepares draft correspondence and reports. Participates in large, complex and special projects as assigned.
Conducts research and studies, and prepares recommendations to the Class and Comp Chief. Establishes and recommends procedures to implement divisional policies and best practices.
Participates in long range division planning.
Performs other duties as required.

Qualifications
Required Qualifications Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, or psychology plus four years' professional experience in human resources administration.
(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.) Supervisory experience preferred.
Knowledge, Skills, and Abilities
Thorough knowledge and understanding of FMLA regulations, guidelines and standards as applicable.
Thorough knowledge and understanding of HIPAA and related Federal and State privacy laws and regulations. Strong listening, interpersonal and communication skills.
Knowledge and understanding of ADA regulations, guidelines and standards as applicable to a workplace setting.
Thorough knowledge of the principles of public personnel administration.
Thorough knowledge of statistical concepts and procedures used in human resources administration and research.
Thorough knowledge of County human resources law, rules, regulations, policies, procedures, and memoranda of understanding pertaining to the performance of duties.
Thorough knowledge of applicable Federal and State laws, guidelines and requirements.
Thorough knowledge of the organization and functions of County agencies.
Highly skilled in collecting, evaluating, and analyzing information related to human resources administration.
Highly skilled in group instruction and facilitation.
Highly skilled in applying all applicable laws, regulations, policies, procedures, etc. to assigned duties.
Highly skilled in planning, coordinating, and overseeing the work of others engaged in professional human resources administration or supportive functions.
Ability to perform duties of increasing complexity, difficulty, or responsibility.
Ability to communicate with and relate to individuals of diverse disabilities and backgrounds
Ability to collect, evaluate, and analyze information for personnel related studies.
Ability to understand and apply Baltimore County personnel law, rules and regulations, policies and procedures, and memoranda of understanding.

Ability to handle confidential material with discretion.
