Position Summary
Under general direction of the Public Safety Manager, performs a variety of functions, including enforcement of State and City laws, ordinances, and regulations pertaining to animals, while providing information and assistance to the public.
Duties
The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.
Patrol City streets, roads, and parks; search for stray dogs, cats, domestic and wild animals.
Enforce State, City and local animal control laws and codes; issue citations for violations of the animal control ordinances.
Provide information pertaining to animal control laws and ordinances to local groups and citizens.
Respond to calls of injured and stray animals, barking dogs, leash and sanitation violations; take appropriate action; investigate reports of animal abuse and cruelty.
Canvass residence enforcing animal license ordinance; issues warning notices, citations for violations of animal control, and licensing ordinances.
Capture and impound sick, injured, trapped, or vicious domestic and wild animals; quarantine animals involved in biting incidents; transport sick and injured animals for treatment and/or euthanasia; return wild animals to their natural habitat.
Transport animals to the animal shelter; assign kennels; return licensed animals to their owners.
Prepare and maintain a variety of records and reports; prepare reports and records of daily activities.
Appear in court and hearings; provide testimony on citations and complaints.
Maintain vehicle and equipment in proper working condition; clean and repair vehicle equipment and animal equipment as necessary.
Provides front desk coverage, including but limited to answering phones, directing work orders and cashiering.
Performs other related duties as required.
Minimum Qualifications
Knowledge of:
Investigation and coordination procedures.
Applicable state, county, and local codes.
Operations and activities of municipal government.
The handling, capturing, retaining, and care of domestic and wild animals.
Working knowledge of animal control ordinances and operational procedures.
Professional writing techniques.
Relevant mathematical principles and functions.

Functions, policies, and procedures of relevant departments and/or operations.
English usage, spelling, grammar, and punctuation.

Read and interpret municipal and state codes.
Analyze code violations and recommend remedies.

Prepare case reports and maintain records.

Operate standard office equipment, a personal computer, and relevant software in a Mac and PC environment.
Interpret and apply department policies and procedures.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with the public and all levels of staff and management.Successfully adapt in a high-volume, fast-paced working atmosphere with multiple activities.
Supplemental Information
Applicants must be at least 18 years of age and have a high school diploma or equivalent. Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities could be considered qualifying. A typical way to obtain the knowledge, skills, and abilities would be education and certification or equivalent training in P.C. 832 and/or P.O.S.T. certification and experience equal to one year of employment by a public agency as an animal control officer, animal license canvasser, or public counter technician.
Licenses and Certificates:
Possession of a valid California driver's license is required by the date of hire. Certificate of Completion of Arrest, Search and Seizure (Penal Code 832) within one year of hire date.
