The Fairfax County Health Department (FCHD) is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information. Developing a competent public health workforce is integral to the Department’s mission. The Health Department looks to enhance its workforce with a dynamic and innovative leader to fill the Strategic Partnerships Manager position within the Community Health Development Division.
Further duties include, but are not limited to:
Leads and manages the health departments system unit, responsible for managing program staff.
Performs advanced-level analytic and technical work in data analysis and management.
Monitors, assesses, and reports on multi-partner activities and business processes, including developing, recommending, and implementing plans and programs for improvement in the capacity, performance, quality, compliance, or efficiency of operations and services.
Provides leadership on the development and evaluation of grant processes and outcomes.
Leads data collection efforts, liaising with county stakeholders, internal department leads, grant partners and subcontractors.
Researches and develops policy related to public health and SDoH.
Assists implementation efforts of the Stable Families, Thriving Futures grant to include: coalition and advisory committee convening and facilitation; partner recruitment, engagement and capacity building; strategically focused community outreach; training coordination; grants and fiscal management; federal, county and agency reporting; and other duties as assigned.
Works in collaboration with Community Health Development Division Director and CHD Supervisor overseeing Stronger2 Health Literacy, Grants and Reporting to achieve all Stable Families, Thriving Futures Project grant performance requirements.
Performs professional-level management work, including complex analysis in a lead capacity.
Oversees the implementation of the grant evaluation plan, working with evaluation team.
Ensures the coordination of performance efforts with other, existing, performance management agency efforts countywide.
Coordinates performance measurement activities, including data collection, among grant partners.
Coordinates and manages the work of evaluation team.
Researches, recommends, and develops policies, procedures, or processes related to public health performance management improvement.
Plans and conducts or oversees evaluation and assessment activities to ensure program quality, determine unmet needs or ensure efficacy of existing policies, processes, or programs.
Writes, edits, and finalizes grant performance reports, annual reports and presentations and presents findings and recommendations to the grantor and department senior managers.
The position works under the direction of the Division Director for Community Health Development, the Stable Families, Thriving Futures Project Manager.
The functional areas of this position are: partner/community engagement, multi-cultural outreach, non-profit capacity building, health promotion and disease prevention, and grants management.
Employment Standards
MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.
CERTIFICATES AND LICENSES REQUIRED:
Driver's license
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)
PREFERRED QUALIFICATIONS:
Three or more years of leadership experience in community and partnership development working in a local government, community-based organization or non-profit environment.
Five or more years of experience implementing and contributing to evidenced-based interventions, evaluating community-based health and social service educational programs in culturally and age-diverse populations.
Master's degree in public health or related field of study or equivalent years of experience.
Knowledge and experience with managing grant-funded programs to include program compliance and data reporting.
Demonstrated record of establishing, developing and maintaining effective working relationships with a variety of individuals, such as community members and building partnerships with businesses, nonprofits and faith-based groups;
Two or more years of experience working independently and direct supervision of staff.
Must communicate effectively through the use of verbal, written and electronic means.
Proficiency Microsoft Office Suite applications (MS Word, Excel, PowerPoint, and Outlook).
NECESSARY SPECIAL REQUIREMENTS: The appointee to the position must satisfactorily complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.
PHYSICAL REQUIREMENTS: Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; may be required to lift up or carry up to 25 lbs. occasionally; uses hands to grasp, handle, or feel. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing Generally, works in an office environment yet may be required to perform job duties outside of the typical office setting. (e.g. health fairs, community locations, or other event venues) including outdoor settings, evening and/or weekend hours. Visual acuity is required to read data on a computer monitor; ability to operate keyboard driven equipment and computer. Ability to drive a motor vehicle. All duties performed with or without reasonable accommodations.
